ভূমি উন্নয়ন কর: বাংলাদেশে জমি বা জায়গা সংক্রান্ত সমস্যার জটিলতার অবসান ঘটাতে সব মালিকের তথ্য নিয়ে ভূমি তথ্য ব্যাংক বুধবার উদ্বোধন করা হয়েছে। সেই সঙ্গে ভূমি কর অনলাইনে দেয়ার ব্যবস্থাও চালু করা হয়েছে।
এই তথ্য ব্যাংকে সকল ভূমি মালিকের তথ্য সংরক্ষিত থাকবে। ফলে জমি নিয়ে জালিয়াতি, দুর্নীতি বন্ধ হয়ে যাবে বলে আশা করছে কর্তৃপক্ষ।

ফলে যে কোন নাগরিক যেকোনো স্থান থেকে তার জমি সংক্রান্ত তথ্য যাচাই বা সংগ্রহ করতে পারবেন।
ভূমি মন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন, ”বাংলাদেশের মানুষ যেন ভূমি অফিসে না এসেও যেন ভূমি সংক্রান্ত সকল সেবা পেতে পারেন, সেই জন্য সম্পূর্ণ ডিজিটাইজেশনের এই ব্যবস্থা তৈরি করা হয়েছে। এর মাধ্যমে মানুষ হয়রানি মুক্ত সেবা পাবে।”
কী কাজে লাগবে ভূমি তথ্য ব্যাংক?
বাংলাদেশের ভূমি অফিসে হয়রানি, অনিয়ম, দীর্ঘসূত্রিতা, দুর্নীতির অভিযোগ রয়েছে গ্রাহকদের। ২০১৯ সালের ৯ই নভেম্বর একটি প্রতিবেদনে ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশ (টিআইবি) বলেছেন, বাংলাদেশে ভূমি দলিল নিবন্ধন সেবা খাতে দুর্নীতি প্রাতিষ্ঠানিক রূপ লাভ করেছে।
এসব হয়রানি কমাতে এবং দ্রুত গ্রাহক সেবা দিতে ভূমি তথ্য ব্যাংক চালু করেছে সরকার। সেই সঙ্গে ভূমি কর দেয়া থেকে শুরু করে ভূমি দপ্তরের বেশিরভাগ কাজ অনলাইনে সম্পন্ন করার উদ্যোগ নিয়েছে সরকার।
ভূমি তথ্য ভাণ্ডারে সরকারি জমির তথ্য, খাস জমি, অর্পিত সম্পত্তি, পরিত্যক্ত সম্পত্তি, হাটবাজার, বালুমহাল, জলমহাল, চা বাগান, বিভিন্ন প্রতিষ্ঠানের নামে বরাদ্দকৃত জমি – সকল তথ্য সংরক্ষিত থাকবে।
সেই সঙ্গে থাকবে বর্তমান অবস্থাসহ এসএ খতিয়ান ও আরএস খতিয়ানের বর্ণনা।
ফলে বহু পুরাতন দলিলদস্তাবেজ হারিয়ে গেলে বা নষ্ট হয়ে গেলেও সরকারি রেকর্ড নিয়ে কোন জটিলতা থাকবে না। আবার অনলাইনে সংরক্ষিত থাকায় এসব রেকর্ড কেউ জালিয়াতি করতে পারবে না।
ভূমি সচিব মোঃ মোস্তাফিজুর রহমান জানিয়েছেন, এখন অনলাইনে জমির সব তথ্য, ডিজিটাইজড মৌজা ম্যাপ, খতিয়ান অনলাইনে রয়েছে। ফলে যেকেউ যেকোনো স্থান থেকে যেকোনো সময় জমির রেকর্ডের তথ্য দেখতে পারছেন। এর ফলে একদিকে জমির খতিয়ানের তথ্য নষ্ট হওয়ার হাত থেকে রক্ষা পাচ্ছে, সেই সঙ্গে জনসাধারণ খতিয়ান ও ম্যাপ সংরক্ষণ করতে পারছেন।
”এতে মানুষের ভোগান্তি কমবে, মামলা মোকদ্দমা, জাল-জালিয়াতি কমে আসবে,” বলছেন ভূমি সচিব।
অনলাইনে ভূমি উন্নয়ন কর
যাদের জমি রয়েছে, বাড়ি বা ফ্ল্যাটের মালিকানার অংশ হিসাবে জমি পেয়েছেন, তাদের সবার জন্য ভূমি কর দেয়া বাধ্যতামূলক। প্রতিবছর সংশ্লিষ্ট ভূমি অফিসে ভূমি কর জমা দিয়ে রসিদ নিতে হয়। তবে এখন থেকে এই কর অনলাইনেই দেয়া যাবে।
বাংলাদেশের ভূমি মন্ত্রণালয়ের ভূমি সেবা ডিজিটাইজেশন মনিটরিং সেলের প্রধান ও উপ-সচিব ড. মোঃ জাহিদ হোসেন বিবিসি বাংলাকে বলছেন, ‘ভূমি কর দেয়ার জন্য আগে ভূমি অফিসে যেতে হতো। কিন্তু এখন ঘরে বসেই যে কেউ তার জমির কর পরিশোধ করতে পারবেন।’
যেভাবে অনলাইনে ভূমি উন্নয়ন কর পরিশোধ করা যাবে
ভূমি উন্নয়ন কর পরিশোধের জন্য বাংলাদেশের ভূমি মন্ত্রণালয় একটি অ্যাপ্লিকেশন তৈরি করেছে।
প্রথমে ভূমির মালিককে এই অ্যাপের সঙ্গে নিজেকে নিবন্ধন করতে হবে। একবার নিবন্ধিত হলে তার পরবর্তীতে আর নিবন্ধন প্রয়োজন হবে না।
তিনটি প্রক্রিয়ায় এই নিবন্ধন কার্যক্রম সম্পন্ন করা যাবে:
১. Land.gov.bd অথবা ldtax.gov.bd এই পোর্টালে প্রবেশ করে জাতীয় পরিচয় পত্র, জন্ম তারিখ ও মোবাইল ফোন নম্বর দিয়ে নিবন্ধন করতে হবে।
২. ভূমি মন্ত্রণালয়ের কল সেন্টার ৩৩৩ অথবা ১৬১২২ নম্বরে ফোন করে এনআইডি নম্বর, জন্ম তারিখ, ফোন নম্বর ও জমির তথ্য প্রদান করে।
৩. যেকোনো ইউনিয়ন ডিজিটাল অফিসে এনআইডি কার্ড, জন্ম তারিখ ও খতিয়ান নম্বর ব্যবহার করে।
নিবন্ধনের পর এই পোর্টালে লগইন করে অথবা ইউনিয়ন ডিজিটাল অফিসে গিয়ে ভূমির উন্নয়ন কর দিতে পারবেন। এই সময় বিকাশ বা নগদের মতো মোবাইল ওয়ালেট ব্যবহার করে করের টাকা পরিশোধ করা যাবে।
কর দেয়ার পর ইমেইলে অটোমেটিক একটি জমার রসিদ চলে আসবে। এটিই ভূমি উন্নয়ন করের রসিদ।
অনলাইনে কর দেয়া হলে কি তা সংশ্লিষ্ট অফিসে অন্তর্ভুক্ত হবে?
ভূমি মন্ত্রণালয়ের ভূমি সেবা ডিজিটাইজেশন মনিটরিং সেলের প্রধান ও উপ-সচিব ড. মোঃ জাহিদ হোসেন বলছেন, যারা অনলাইনে ভূমি কর দেবেন, সেটা স্বয়ংক্রিয়ভাবে তার জমির অনুকূলে তালিকাবদ্ধ হয়ে যাবে।
তিনি জানান, এই সংক্রান্ত সব কার্যক্রম তারা সম্পন্ন করেছেন। যারাই এখন পোর্টালে নিজেদের নিবন্ধন করবেন, তারা নিশ্চিন্তে ভূমি কর দিতে পারবেন। দেশের সব গ্রাম-তৃণমূলের ভূমি অফিস এই নেটওয়ার্কের আওতায় চলে এসেছে।
ফলে মোবাইল ওয়ালেট ব্যবহার করে ভূমি কর দেয়া হলে আর অফিসে যাওয়ার দরকার হবে না। এখন যেভাবে মোবাইল ফোন ব্যবহার করে বিদ্যুৎ, পানি বা গ্যাসের বিল দেয়া হয়, এটিও সেইরকম একটি ব্যাপার, বলছেন মি. হোসেন।
তবে ভবিষ্যতে কোন কারণে কোনরকম সমস্যার তৈরি হলে ইমেইলে যে ভূমি কর দেয়ার রসিদ আসবে, সেটাই সমাধানে কাজ করবে।
২০১৯ সাল থেকে অনলাইনের মাধ্যমে জমির নামজারি, নামজারি বিষয়ক আপত্তি সমাধানের ব্যবস্থা গ্রহণ করা হয়েছে। এখন পরীক্ষামূলকভাবে ই-রেজিস্ট্রেশন ও ই-মিউটেশন চলছে। শীঘ্রই দেশব্যাপী এটি চালু করার আশা করছেন কর্মকর্তারা।

In the land database, information on government land, khas land, vested property, abandoned property, hatbazar, balumhal, jalmahal, tea garden, land allotted in the name of various organizations – all the information will be stored.
Along with that there will be descriptions of SA Khatian and RS Khatian including the current situation.

How to pay land development tax online
The Ministry of Land of Bangladesh has developed an application for payment of land development tax.
First the land owner has to register himself with this app. Once registered, registration will no longer be required.
This registration process can be completed in three processes:
- Land.gov.bd or ldtax.gov.bd is required to register on this portal with National Identity Card, Date of Birth and Mobile Phone Number.
- Call the land ministry call center 333 or 16122 and provide NID number, date of birth, phone number and land information.
- Any union uses NID card, date of birth and ledger number in digital office.
After registration, you can log in to this portal or go to the Union Digital Office to pay the land development tax. During this time tax money can be paid using mobile wallet like bKash or cash.
After paying the tax, a deposit receipt will be sent to the email automatically. This is the land development tax receipt.
