ডিজিটাল ভূমি সেবা কতটা এগিয়েছে?

ভূমি সেবা ই-নামজারির আবেদন অনলাইনে করলেও বেশিরভাগকেই যেতে হচ্ছে ভূমি অফিসে। একই অবস্থা খতিয়ান তোলা ও ভূমি উন্নয়ন কর দেয়ার ক্ষেত্রেও। তবে এসব সেবা ডিজিটাল হওয়ায় হয়রানি ও দুর্নীতি আগের চেয়ে অনেক কমেছে। ভূমিমন্ত্রী ও সচিব বলছেন, কিছু ক্ষেত্রে এখনও সমস্যা আছে। আবেদন দ্রুত নিস্পত্তিতে গোয়েন্দা তথ্য সংগ্রহ ও সময় আরও নির্দিষ্ট করতে চায় মন্ত্রণালয়।

ইফর্ম পূরণ করে জমির নামজারির কাগজপত্র কাটাবনের ভূমি ও রাজস্ব অফিসে জমা দিতে এসেছেন কামরাঙ্গীরচরের ছাতা মসজিদ এলাকার সোলায়মান। ২৮ দিনের মধ্যে অনলাইনে তার অভিযোগ নিস্পত্তি হবে বলে আশাবাদী সে। জানালেন, এর আগেও ই নামজারি করিয়েছেন। খুব অল্প সময়েই কাজ করাতে পেরেছিলেন তিনি।

শুধু রাজধানী ঢাকা নয় পাশের জেলা নরসিংদী ও সীমান্তের মেহেরপুরসহ সারাদেশেই ই-আবেদন ছাড়া হচ্ছে না নামজারি। লোকজন বলছেন, আগের মতো ঝামেলা এখন আর নেই। দালালের খপ্পরে না পড়েই কাজ সম্পন্ন করা যায় বলে খুশি সাধারণ সেবাগ্রহীতারা।

ভূমি মন্ত্রণালয়ের তথ্য অনুযায়ী, প্রতি বছর প্রায় ২২ লাখ নামজারির মামলা হয়। ২ বছর আগে ই-নামজারি চালু হওয়ায় এক্ষেত্রে ঘুষের পাশপাশি দ্রুত নিস্পত্তির ফলে কমেছে হয়রানি। আগস্ট পর্যন্ত ৪৭ লাখ ২৬ হাজার মামলা অনলাইনে দাখিল হলেও নিস্পত্তি হয়েছে ৩৮ লাখ ৩৯ হাজার মামলার।

মেহেরপুরেরে আরডিসি, রকিবুল হাসান জানান, একটা নামজারি করার দরকার হলে তিনদিনের মধ্যেই রেকর্ডের কাগজপত্র পাওয়া সম্ভব বলেও জানান তিনি। পাশাপাশি নরসিংদীর এডিসি এ এস এম ইবনুল হাসান জানাচ্ছেন, অনলাইনে শতভাগ নতুন রেকর্ড সৃষ্টি হচ্ছে। কারণ, নামজারি পদ্ধতিটি ই মিউটেশনের মাধ্যমে অনলাইনে সম্পন্ন করা হচ্ছে।

একইভাবে ভূমি উন্নয়ন করও ঘরে বসে অনলাইনে দেয়া যাবে। ৮ সেপ্টেম্বর এই কার্যক্রমের উদ্বোধন করেছেন প্রধানমন্ত্রী শেখ হাসিনা। তবে কাগজপত্র আপলোড ও প্রযুক্তি ভীতির কারণে ই-নামজারি, ডিজিটাল রেকর্ড কিংবা ভূমি উন্নয়ন কর দিতে এখনও অনেকে ছুটছেন ভূমি অফিসে। অনেকে জানেন না ডিজিটাল সেবার তথ্য।

ধানমন্ডি রাজস্ব সার্কেলের ভারপ্রাপ্ত কানুনগো নোওয়াব হোসেন রাজা জানান, অনলাইনে আবেদনকারীরা সবাই এখনও নির্ভুলভাবে আবেদন করতে পারেন না। তবে কারো কাগজপত্রে তত্রুটি থাকলে তাদের ম্যাসেজের মাধ্যমে জানিয়ে দেয়া হয়। ভূমি মন্ত্রণালয় বলছে, ভূমিখাত ডিজিটালাইজড হওয়ার করণে প্রথাগত নামজারি অর্ধেক কমে গেছে। বাড়ছে অনলাইনে খতিয়ান সংগ্রহ ও ভূমি উন্নয়ন কর দেয়ার হারও।

ভূমি সচিব মো. মোস্তাফিজুর রহমান, পিএএ বলেন, এখন এ সংক্রান্ত অভিযোগ অনেক কমে গেছে। এছাড়া জবাবদিহিতার ব্যাপারটি আরও কঠোরভাবে নিশ্চিত করা হবে বলেও জানান তিনি।

ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী জানান, কার্যক্রমের অনেক অগ্রগতি হলেও তিনি এখনও শতভাগ সন্তুষ্ট নন। পুরো ব্যবস্থাটির উন্নয়ন করতে চান বলেও জানান তিনি।

এছাড়া ভূমি মন্ত্রণালয় আশা করে ডিজিটাল জরিপ, জোনিং ও অটোমেশন প্রকল্প বাস্তবায়ন হলে ভূমি খাতের সমস্যা অনেকটাই কমে যাবে।

Similarly, land development tax can also be paid online from home. Prime Minister Sheikh Hasina inaugurated the program on September 6. However, due to fear of uploading documents and technology, many people are still rushing to land offices to pay e-namazari, digital records or land development tax. Many people do not know the information of digital services.

Kanungo Nawab Hossain Raja, in-charge of Dhanmondi Revenue Circle, said not all online applicants can apply accurately yet. However, if there is an error in someone’s paper, they are informed through massage. The Ministry of Lands says that with the digitization of the land sector, the traditional nomenclature has halved. The rate of online ledger collection and land development tax is also increasing.
