‘ভূমি সেবা পুরস্কার’: ভূমি সেবা গ্রাহকদের ভালো সেবা প্রদানের স্বীকৃতি
(ঢাকা, এবার হতে প্রতি বছর ভূমি সেবা সপ্তাহে ভূমি সেবা গ্রাহকদের স্বচ্ছ, দক্ষ, জনবান্ধব ও জবাবদিহিমূলক ভূমিসেবা প্রদান ও বাস্তবায়নে বিশেষ কৃতিত্বপূর্ণ অবদানের স্বীকৃতিস্বরূপ মাঠ পর্যায়ে ভূমি অফিসে কর্মরত গণকর্মচারীদের ‘ভূমিসেবা পুরস্কার’ প্রদানের সিদ্ধান্ত গ্রহণ করা হয়েছে।
ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী ভূমি সেবা সপ্তাহ ২০২২ শুরুর পূর্বে মন্ত্র¬ণালয়ের এক প্রস্তুতিমূলক সভায় ভূমিসেবা পুরস্কার প্রদানের ব্যবস্থা নেওয়ার নির্দেশ দেওয়ার সময় বলেছিলেন, ভূমি মন্ত্রণালয় ভূমি কর্মকর্তাদের পারফরমেন্স মনিটরিং শুরু করার কারণে ভূমি মন্ত্রণালয় ও আওতাধীন দপ্তর/সংস্থায় অভ্যন্তরীণ প্রতিযোগিতামূলক পরিবেশ সৃষ্টি হয়েছে। যারা জনস্বার্থে ভালো কাজ করতে পারছেন না তাদের বিষয়ে যেমন দ্রুত প্রয়োজনীয় ব্যবস্থা গ্রহণ করা হচ্ছে, তেমনি যারা ভালো কাজ করছেন তাদেরও স্বীকৃতি প্রদান গুরুত্বপূর্ণ।
এবার ভূমি সেবা সপ্তাহ ২০২২-এ ব্যবস্থাপনা বিভাগে জেলা পর্যায়ে ভূমিসেবা পুরস্কার ২০২২ পেয়েছেন যথাক্রমে: ৬৩ জন সহকারী কমিশনার (ভূমি), ৪৪ জন কানুনগো, ৫৩ জন সার্ভেয়ার, ৫৮ জন ইউনিয়ন ভূমি সহকারী কর্মকর্তা, ৫৮ জন ইউনিয়ন ভূমি উপ-সহকারী কর্মকর্তা। ব্যবস্থাপনা বিভাগে বিভাগীয় পর্যায়ে ভূমিসেবা পুরস্কার ২০২২ পেয়েছেন ৮ জন সহকারী কমিশনার (ভূমি)। উল্লেখ্য, জেলায় সেরা সহকারী কমিশনার (ভূমি)দের মধ্যে থেকে পুনরায় বিভাগীয় পর্যায়ে সেরা সহকারী কমিশনার (ভূমি) নির্বাচিত করা হয়। সহকারী কমিশনার (ভূমি) ছাড়া অন্যান্য পদে বিভাগীয় পর্যায়ে পুরস্কার দেওয়া হয়নি।
সেটেলমেন্ট/জরিপ বিভাগে জেলা পর্যায়ে ভূমিসেবা পুরস্কার ২০২২ পেয়েছেন যথাক্রমে: ১৬ সহকারী সেটেলমেন্ট অফিসার, ১৭ জন উপ-সহকারী সেটেলমেন্ট অফিসার এবং ১৭ জন সেটেলমেন্ট সার্ভেয়ার। ভূমি সেটেলমেন্ট/জরিপ বিভাগে জাতীয় পর্যায়ে ভূমিসেবা পুরস্কার ২০২২ পেয়েছেন যথাক্রমে: ১ জন জোনাল সেটেলমেন্ট অফিসার এবং যুগ্মভাবে ২ জন চার্জ অফিসার। উল্লেখ্য, জোনাল সেটেলমেন্ট অফিসার এবং চার্জ অফিসার ছাড়া অন্যান্য পদে জাতীয় পর্যায়ে পুরস্কার দেওয়া হয়নি।
ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ-এর প্রত্যক্ষ তত্ত্বাবধানে ভূমিসেবা পুরস্কারের জন্য একটি নীতিমালা তৈরি করা হয়েছে এবার। পুরস্কারের যোগ্য প্রার্থী যাচাইয়ে নীতিমালায় স্বচ্ছতা ও নিরপেক্ষতাকে সর্বোচ্চ গুরুত্ব দেওয়া হয়েছে। সংশ্লিষ্ট গণকর্মচারীর ঊর্ধ্বতন কর্তৃপক্ষের মূল্যায়নের ভিত্তিতে সম্পূর্ণ ডিজিটালি ভূমি প্রশাসন ব্যবস্থাপনা সিস্টেমের মাধ্যমে চূড়ান্ত মূল্যায়ন করা হয়। মূল্যায়নে অস্বাভাবিক বিচ্যুতি যাচাই করার জন্য বিশেষ অ্যালগরিদম অনুসরণ করা হয়।
অনুপ্রেরণা, উৎসাহ ও উদ্দীপনা যোগানো এবং ভালো কাজের স্বীকৃতি প্রদানের লক্ষ্যে যে ৮ জন জেলা পর্যায়ের শ্রেষ্ঠ সহকারী কমিশনার (ভূমি)কে নিজ পদবীর ক্যাটাগরিতে বিভাগীয় পর্যায়েও সেরা ‘সহকারী কমিশনার (ভূমি)’ হিসেবে ভূমিসেবা পুরস্কার ২০২২ প্রদান করা হয় তারা হলেন (ব্র্যাকেটে জেলা ও উপজেলা কর্মক্ষেত্র): ঢাকা থেকে লাভলী ইয়াসমিন (ফরিদপুর সদর উপজেলা), চট্টগ্রাম থেকে কে এম আবু নওশাদ (কুমিল্লার তিতাস উপজেলা), রাজশাহী থেকে মোঃ কাওছার হাবীব (পাবনার সদর উপজেলা), খুলনা থেকে মোঃ আব্দুল হাই সিদ্দিকী (খুলনার বাটিয়াঘাটা উপজেলা), বরিশাল থেকে আবদুল কাইয়ূম (পটুয়াখালীর দশমিনা উপজেলা), সিলেট থেকে উত্তম কুমার দাশ (হবিগঞ্জের নবীগঞ্জ উপজেলা), ময়মনসিংহ থেকে কাউছার আহাম্মেদ (শেরপুরের নকলা উপজেলা) এবং রংপুর থেকে মো: উজ্জ্বল হোসেন (কুড়িগ্রামের নাগেশ্বরী উপজেলা)।
সততা, কর্মদক্ষতা, ভূমিসেবা গ্রহীতাদের সার্বিক সন্তুষ্টি, ভূমি তথ্য ব্যাংকে খাস ও সরকারি জমি আপডেট, নামজারি ও মিসকেস নিষ্পত্তির হার, সরকারি জমি জলমহাল ও হাট বাজার সহ অন্যান্য তথ্যাদির সন্তোষজনক আপডেট, অনলাইন এলডি ট্যাক্স ও মিউটেড খতিয়ানের ডাটা এন্ট্রির হার, সরকারি ও খাস জমি উদ্ধার, ভূমি অফিসে দালালের দালালের দৌরাত্ম্য দূরীকরণে কাজ করা, প্রধানমন্ত্রীর আশ্রয়ণ-২ প্রকল্পাধীন গৃহহীন ও ভূমিহীনদের পুনর্বাসনের জন্য খাসজমি পুনরুদ্ধার, সচেতনতা বৃদ্ধি সহ নিজ উদ্যোগে জনস্বার্থে বিভিন্ন উদ্ভাবনী কার্যক্রম গ্রহণ এবং সর্বোপরি দক্ষ, স্বচ্ছ, জবাবদিহি এবং জনবান্ধব ভূমি সেবা প্রদানে নিবিড়ভাবে কাজ করে যাওয়া ইত্যাদির উপর ভিত্তি করে সংশ্লিষ্ট পুরস্কারপ্রাপ্ত কর্মকর্তাদের মূল্যায়ন করা হয়েছে।
রংপুরের জোনাল সেটেলমেন্ট অফিসার মোঃ আজমল হোসেন এককভাবে এবং ঢাকা জোনাল সেটেলমেন্ট অফিসের চার্জ অফিসার মোঃ আব্দুল আজিজ ভূঞা ও রংপুর জোনাল সেটেলমেন্ট অফিসের চার্জ অফিসার মামুন অর রশীদ যুগ্মভাবে নিজ নিজ পদে শ্রেষ্ঠ কর্মকর্তা হিসেবে জাতীয় পর্যায়ে ভূমিসেবা পুরস্কার অর্জন করেছেন।
নতুন প্রযুক্তি ব্যবহার করে জরিপ কাজ পরিচালনা, আপিল মামলা দ্রুত নিষ্পত্তির হার, সরকারি ও খাস সম্পত্তি উদ্ধারে ব্যবস্থা গ্রহণ, দক্ষতার সাথে জরিপ কাজ সম্পাদন করা সর্বোপরি দক্ষ, স্বচ্ছ, জবাবদিহি এবং জনবান্ধব ভূমি সেবা প্রদানে নিবিড়ভাবে কাজ করে যাওয়া ইত্যাদির উপর ভিত্তি করে সংশ্লিষ্ট পুরস্কারপ্রাপ্ত কর্মকর্তাদের মূল্যয়ন করা হয়েছে।
প্রসঙ্গত, “ভূমি অফিসে না এসে ভূমি সেবা গ্রহণ করুন” প্রতিপাদ্যে
রাজধানীর ওসমানী স্মৃতি মিলনায়তনে গত ১৯ মে বৃহস্পতিবার ভূমি সেবা সপ্তাহ ২০২২-এর উদ্বোধনী হয়। অনুষ্ঠানে ভূমি সেবা সপ্তাহ উপলক্ষে প্রধানমন্ত্রী শেখ হাসিনা প্রদত্ত (রেকর্ডেড) শুভেচ্ছা বার্তা প্রদর্শন করা হয়। উদ্বোধনী অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী। ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মোঃ মকবুল হোসেন অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন। ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ অনুষ্ঠানে সভাপতিত্ব করেন। জাতীয় ও বিভাগীয় পর্যায়ে ভূমিসেবা পুরস্কার ২০২২ প্রাপ্তদের হাতে ভূমিমন্ত্রী উদ্বোধনী অনুষ্ঠানে ক্রেস্ট ও সনদপত্র তুলে দেন। ভূমি সেবা সপ্তাহ-২০২২ গত ২৩ মে, ২০২২ শেষ হয়।
ভূমি সেবায় নিয়োজিত পুরস্কার প্রাপ্ত গণকর্মচারীগণ অনেকে এখনো পুরস্কার প্রাপ্ত পদে কর্মরত আছেন, আবার কেউ অন্যত্র বদলী হয়ে গিয়েছেন। পুরস্কারের জন্য মূল্যাইয়িত হওয়ার জন্য ল্যান্ড সার্ভিস অ্যাওয়ার্ড নীতি অনুসারে সংশ্লিষ্ট পদে কমপক্ষে ৪ মাস কাজ করা বাধ্যতামূলক।
‘Land Service Award’: Recognition of providing good service to land service receivers
It has been decided to give the ‘Land Service Award’ to the field level public servants in the land office in recognition of their special contribution in providing transparent, efficient, pro-people and accountable land service to the land service customers every year – from now on.
Land Minister Saifuzzaman Chowdhury, in a preparatory meeting of the ministry before the commencement of Land Service Week 2022, said regarding land service award that internal competition has been created in the land ministry and its departments/agencies due to set out of performance monitoring. As necessary measures are being taken quickly regarding those who are not able to do good work in the public interest, it is imperative to recognize those who are doing good work as well.
Recipients of the Land Service Prize this time in Land Service Week 2022 at the district level in the management department: 63 Assistant Commissioners (Land), 44 Kanungos, 53 Surveyors, 58 Union Land Assistant Officers, and 58 Union Land Sub-Assistant Officers respectively. 8 Assistant Commissioners (Lands) received Land Service Award 2022 at the divisional level in the management department. The best Assistant commissioners (land) at the divisional level are selected from among the best assistant commissioners (land) in the district. It is to be noted that divisional level awards were not given in the posts other than Assistant Commissioner (Land).
Recipients of the Land Service Award this time in Land Service Week 2022 at the district level in the Settlement / Survey department: 16 Assistant Settlement Officers, 17 Deputy Assistant Settlement Officers, and 17 Settlement Surveyors respectively. 1 Zonal Settlement Officer and 2 Charge Officers Jointly received Land Service Award 2022 at the national level. It is to be noted that national-level awards were not given in the posts other than Zonal Settlement Officer and Charge Officer.
Under the direct supervision of Land Secretary Md. Mostafizur Rahman PAA, a policy has been prepared for the award this time. Transparency and impartiality have been given utmost importance in the policy for screening deserving candidates for the award. The final assessment is done through the land administration management system digitally based on the evaluation of the higher authorities of the concerned public servant. Special algorithms are followed to verify abnormal deviations in the evaluation.
To provide inspiration, encouragement, and recognition for their good work, the 8 Best Assistant Commissioners (Lands) at the district level were awarded the Land Service Award 2022 as the best ‘Assistant Commissioners (Lands) at the Divisional level in their respective categories (Parenthesis denotes District and Upazila workplace): Lovely Yasmin from Dhaka (Faridpur Sadar Upazila), KM Abu Nowshad from Chattogram (Titas Upazila of Cumilla), Md. Kawsar Habib from Rajshahi (Pabna Sadar Upazila), Md. Abdul Hai Siddiqui from Khulna (Batiaghata Upazila of Khulna), Abdul Kaium from Barisal (Dashmina Upazila of Patuakhali), Uttam Kumar Das from Sylhet (Nabiganj Upazila of Habiganj), Kausar Ahmed from Mymensingh (Nakla Upazila of Sherpur) and Md. Uzzal Hossain from Rangpur (Nageshwari Upazila of Kurigram).
The concerned award-winning officers have been evaluated based on integrity, efficiency, overall satisfaction of land service recipients, Khas land and government land update rate in the land data bank, mutation and mis-case settlement rate, satisfactory update of other information including government land, Jalmahal and Hatbazaar, online LD tax and muted record of rights data entry, recovering Khas and government land, working to eliminate the touts of the land office, reclaiming Khas land for rehabilitation of homeless and landless under PM’s Ashrayan-II project, taking various innovative initiatives for the public interest including raising awareness, etc.
Rangpur Zonal Settlement Officer Md. Azmal Hossain, Dhaka Zonal Settlement Office Charge Officer Md. Abdul Aziz Bhuiyan jointly with Rangpur Zonal Settlement Office Charge Officer Mamun Ar Rashid won the land service award at the national level.
The concerned award-winning officers have been evaluated based on conducting survey work using new technology, expeditious disposal of appeal cases, recovery of public and private property, efficiently conducting survey work and above all working diligently to provide efficient, transparent, accountable and pro-people land services, etc.
It is to be noted, that Land Service Week 2022 was inaugurated on Thursday, May 19 2022 under the theme “Receive Land Services without Going to Land Office”. A recorded congratulatory message was given by Prime Minister Sheikh Hasina on the occasion of Land Service Week was displayed at the inaugural event of Land Service Week 2022 on Thursday 19 May. Land Minister Saifuzzaman Chowdhury was present as the chief guest at the event. Chairman of the Parliamentary Standing Committee on Land Ministry Md. Maqbool Hossain was present on the occasion as a special guest. Land Secretary Md. Mostafizur Rahman PAA presided over the event. The lands minister handed over crests and certificates to the National and Divisional level Land Service Award 2022 recipients at the inaugural ceremony. The Land Service Week 2022 ended on last Monday, May 23, 2022.
Many of the award-winning public servants engaged in land service are still working in the award-winning posts, while others have been transferred elsewhere. it is mandatory to work in the relevant position for at least 4 months as per the Land Service Award policy in order to be evaluated for the award.
