ভূমি বিষয়ক তথ্য
১। খতিয়ান কী ?
মৌজা ভিত্তিক এক বা একাদিক ভূমি মালিকের ভূ-সম্পত্তির বিবরন সহ যে ভূমি রেকর্ড জরিপকালে প্রস্তুত করা হয় তাকে খতিয়ান বলে।
২। সি,এস রেকর্ড কী ?
সি,এস হল ক্যাডাস্টাল সার্ভে। আমাদের দেশে জেলা ভিত্তিক প্রথম যে নক্সা ও ভূমি রেকর্ড প্রস্তুত করা হয় তাকে সি,এস রেকর্ড বলা হয়।
৩। এস,এ খতিয়ান কী ?
সরকার কর্তৃক ১৯৫০ সনে জমিদারি অধিগ্রহন ও প্রজাস্বত্ব আইন জারি করার পর যে খতিয়ান প্রস্তুত করা হয় তাকে এস,এ খতিয়ান বলা হয়।
৪। নামজারী কী ?
উত্তরাধিকারবা ক্রয় সূত্রে বা অন্য কোন প্রক্রিয়ায় কোন জমিতে কেউ নতুন মালিক হলে তারনাম খতিয়ানভূক্ত করার প্রক্রিয়াকে নামজারী বলে।
৫। জমা খারিজ কী ?
জমাখারিজ অর্থ যৌথ জমা বিভক্ত করে আলাদা করে নতুন খতিয়ান সৃষ্টি করা। প্রজারকোন জোতের কোন জমি হস্তান্তর বা বন্টনের কারনে মূল খতিয়ান থেকে কিছু জমিনিয়ে নুতন জোত বা খতিয়ান খোলাকে জমা খারিজ বলা হয়।
৬। পর্চা কী ?
ভূমিজরিপকালে প্রস্তুতকৃত খসরা খতিয়ান যে অনুলিপি তসদিক বা সত্যায়নের পূর্বেভূমি মালিকের নিকট বিলি করা হয় তাকে মাঠ পর্চা বলে। রাজস্ব অফিসার কর্তৃকপর্চা সত্যায়িত বা তসদিক হওয়ার পর আপত্তি এবং আপিল শোনানির শেষে খতিয়ানচুরান্তভাবে প্রকাশিত হওয়ার পর ইহার অনুলিপিকে পর্চা বলা হয়।
৭।তফসিল কী ?
তফসিল অর্থ জমির পরিচিতিমূলক বিস্তারিত বিবরন। কোন জমির পরিচয় প্রদানেরজন্য সংশ্লিষ্ট মৌজার নাম, খতিয়ান নং, দাগ নং, জমির চৌহদ্দি, জমির পরিমানইত্যাদি তথ্য সমৃদ্ধ বিবরনকে তফসিল বলে।
৮। মৌজা কী ?
ক্যাডষ্টালজরিপের সময় প্রতি থানা এলাকাকে অনোকগুলো এককে বিভক্ত করে প্রত্যেকটি এককএর ক্রমিক নং দিয়ে চিহ্নিত করে জরিপ করা হয়েছে। থানা এলাকার এরুপপ্রত্যেকটি একককে মৌজা বলে। এক বা একাদিক গ্রাম বা পাড়া নিয়ে একটি মৌজাঘঠিত হয়।
খাজনা কী ?
ভূমি ব্যবহারের জন্য প্রজার নিকট থেকে সরকার বার্ষিক ভিত্তিতে যে ভুমি কর আদায় করে তাকে ভুমির খাজনা বলা হয়।
ওয়াকফ কী ?
ইসলামিবিধান মোতাবেক মুসলিম ভূমি মালিক কর্তৃক ধর্মীয় ও সমাজ কল্যানমুলকপ্রতিষ্ঠানের ব্যায় ভার বহন করার উদ্দেশ্যে কোন সম্পত্তি দান করাকে ওয়াকফবলে।
মোতওয়াল্লী কী ?
ওয়াকফসম্পত্তি ব্যবস্থাপনা ও তত্ত্বাবধান যিনি করেন তাকে মোতওয়াল্লীবলে।মোতওয়াল্লী ওয়াকফ প্রশাষকের অনুমতি ব্যতিত ওয়াকফ সম্পত্তি হস্তান্তরকরতে পারেন না।
ওয়রিশ কী ?
ওয়ারিশঅর্থ ধর্মীয় বিধানের আওতায় উত্তরাধিকারী। কোন ব্যক্তি উইল না করে মৃত্যুবরন করলে আইনের বিধান অনুযায়ী তার স্ত্রী, সন্তান বা নিকট আত্নীয়দের মধ্যেযারা তার রেখে যাওয়া সম্পত্তিতে মালিক হন এমন ব্যক্তি বা ব্যক্তিবর্গকেওয়ারিশ বলা হয়।
ফারায়েজ কী ?
ইসলামি বিধান মোতাবেক মৃত ব্যক্তির সম্পত্তি বন্টন করার নিয়ম ও প্রক্রিয়াকে ফারায়েজ বলে।
খাস জমি কী ?
ভূমি মন্ত্রনালয়ের আওতাধিন যে জমি সরকারের পক্ষে কালেক্টর তত্ত্বাবধান করেন এমন জমিকে খাস জমি বলে।
কবুলিয়ত কী ?
সরকারকর্তৃক কৃষককে জমি বন্দোবস্ত দেওয়ার প্রস্তাব প্রজা কর্তৃক গ্রহন করেখাজনা প্রদানের যে অংঙ্গিকার পত্র দেওয়া হয় তাকে কবুলিয়ত বলে।
দাগ নং কী ?
মৌজায়প্রত্যেক ভূমি মালিকের জমি আলাদাভাবে বা জমির শ্রেনী ভিত্তিক প্রত্যেকটিভূমি খন্ডকে আলাদাভাবে চিহ্নিত করার লক্ষ্যে সিমানা খুটি বা আইল দিয়েস্বরজমিনে আলাদাভাবে প্রদর্শন করা হয়। মৌজা নক্সায় প্রত্যেকটি ভূমি খন্ডকেক্রমিক নম্বর দিয়ে জমি চিহ্নিত বা সনাক্ত করার লক্ষ্যে প্রদত্ত্ব নাম্বারকেদাগ নাম্বার বলে।
ছুট দাগ কী ?
ভূমিজরিপের প্রাথমিক পর্যায়ে নক্সা প্রস্তুত বা সংশোধনের সময় নক্সারপ্রত্যেকটি ভূ-খন্ডের ক্রমিক নাম্বার দেওয়ার সময় যে ক্রমিক নাম্বারভূলক্রমে বাদ পরে যায় অথবা প্রাথমিক পর্যায়ের পরে দুটি ভূমি খন্ড একত্রিতহওয়ার কারনে যে ক্রমিক নাম্বার বাদ দিতে হয় তাকে ছুট দাগ বলা হয়।
চান্দিনা ভিটি কী ?
হাট বাজারের স্থায়ী বা অস্থায়ী দোকান অংশের অকৃষি প্রজা স্বত্ত্য এলাকাকে চান্দিনা ভিটি বলা হয়।
অগ্রক্রয়াধিকার কী ?
অগ্রক্রয়াধিকারঅর্থ সম্পত্ত্বি ক্রয় করার ক্ষেত্রে আইনানুগভাবে অন্যান্য ক্রেতার তুলনায়অগ্রাধিকার প্রাপ্যতার বিধান। কোন কৃষি জমির মালিক বা অংশিদার কোনআগন্তুকের নিকট তার অংশ বা জমি বিক্রির মাধ্যমে হস্তান্তর করলে অন্যঅংশিদার কর্তৃক দলিলে বর্নিত মূল্য সহ অতিরিক্ত ১০% অর্থ বিক্রি বা অবহিতহওয়ার ৪ মাসের মধ্যে আদালতে জমা দিয়ে আদালতের মাধ্যমে জমি ক্রয় করারআইনানুগ অধিকারকে অগ্রক্রয়াধিকার বলা হয়।
আমিন কী ?
ভূমি জরিপের মধ্যমে নক্সা ও খতিয়ান প্রস্তুত ও ভূমি জরিপ কাজে নিজুক্ত কর্মচারীকে আমিন বলা হত।
সিকস্তি কী ?
নদীভাংঙ্গনে জমি পানিতে বিলিন হয়ে যাওয়াকে সিকস্তি বলা হয়। সিকস্তি জমি ৩০বছরের মধ্যে স্বস্থানে পয়স্তি হলে সিকস্তি হওয়ার প্রাককালে যিনি ভূমি মালিকছিলেন, তিনি বা তাহার উত্তরাধিকারগন উক্ত জমির মালিকানা শর্ত সাপেক্ষ্যেপ্রাপ্য হবেন।
পয়স্তি কী ?
নদী গর্ভ থেকে পলি মাটির চর পড়ে জমির সৃষ্টি হওয়াকে পয়স্তি বলা হয়।
নাল জমি কী ?
সমতল ২ বা ৩ ফসলি আবাদি জমিকে নাল জমি বলা হয়।
দেবোত্তর সম্পত্তি কী ?
হিন্দুদেরধর্মীয় অনুষ্ঠানাদির আয়োজন, ব্যাবস্থাপনা ও সু-সম্পন্ন করার ব্যয় ভারনির্বাহের লক্ষ্যে উৎসর্গকৃত ভূমিকে দেবোত্তর সম্পত্তি সম্পত্তি বলা হয়।
দাখিলা কী ?
ভূমিমালিকের নিকট হতে ভূমি কর আদায় করে যে নির্দিষ্ট ফরমে (ফরম নং-১০৭৭)ভূমিকর আদায়ের প্রমানপত্র বা রশিদ দেওয়া হয় তাকে দাখিলা বলে।
ডি,সি,আর কী ?
ভূমি কর ব্যতিত অন্যান্য সরকারি পাওনা আদায় করার পর যে নির্ধারিত ফরমে (ফরম নং-২২২) রশিদ দেওয়া হয় তাকে ডি,সি,আর বলে।
দলিল কী ?
যেকোন লিখিত বিবরনি যা ভবিষ্যতে আদালতে স্বাক্ষ্য হিসেবে গ্রহনযোগ্য তাকেদলিল বলা হয়। তবে রেজিষ্ট্রেশন আইনের বিধান মোতাবেক জমি ক্রেতা এবংবিক্রেতা সম্পত্তি হস্তান্তর করার জন্য যে চুক্তিপত্র সম্পাদন ও রেজিষ্ট্রিকরেন তাকে সাধারনভাবে দলিল বলে।
কিস্তোয়ার কী ?
ভূমিজরিপকালে চতুর্ভূজ ও মোরব্বা প্রস্তুত করারপর সিকমি লাইনে চেইন চালিয়েসঠিকভাবে খন্ড খন্ড ভূমির বাস্তব ভৌগলিক চিত্র অঙ্কনের মাধ্যমে নক্সাপ্রস্তুতের পদ্ধতিকে কিস্তোয়ার বলে।
খানাপুরি কী ?
জরিপেরসময় মৌজা নক্সা প্রস্তুত করার পর খতিয়ান প্রস্তুতকালে খতিয়ান ফর্মেরপ্রত্যেকটি কলাম জরিপ কর্মচারী কর্তৃক পূরণ করার প্রক্রিয়াকে খানাপুরি বলে।
