ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন, উইসিস পুরস্কার অর্জন ভূমি মন্ত্রণায়ের জন্য অত্যন্ত সম্মান ও গৌরবের। এই স্বীকৃতি আরও ভালোভাবে কাজ করতে আমাদের অনুপ্রাণিত করবে।
গতকাল মঙ্গলবার, ৩১ মে ২০২২ তারিখ সুইজারল্যান্ডের জেনেভায় স্থানীয় সময় সন্ধ্যা ০৬:০০টায় (বাংলাদেশ সময় রাত ১০:০০টায়) আন্তর্জাতিক টেলিযোগাযোগ ইউনিয়নের (আইটিইউ) সদর দপ্তরের পোপভ সভাকক্ষে আইটিইউসহ জাতিসংঘের বিভিন্ন সংস্থার আয়োজনে, উইসিস পুরস্কার ২০২২ (WSIS Prize 2022) প্রদান অনুষ্ঠানে, ডিজিটাল ভূমি (উন্নয়ন) কর ব্যবস্থার জন্য ভূমি মন্ত্রণালয়ের পক্ষে উইসিস পুরস্কার গ্রহণের পর বক্তব্য দিতে গিয়ে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এই প্রতিক্রিয়া ব্যক্ত করেন।
আইটিইউ’র মহাসচিব হাউলিন ঝাও ভূমিমন্ত্রীর হাতে উইসিস পুরস্কারের ট্রফি তুলে দেন। ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ অনুষ্ঠানে উপস্থিত ছিলেন।
সাইফুজ্জামান চৌধুরী এই সময় আরও বলেন, আজকের অবস্থানে আসার যাত্রা খুব সহজ ছিলনা। একসময় বাংলাদেশের পুরো ভূমি সেবা ব্যবস্থাপনা ব্যবস্থায় বিশৃঙ্খল অবস্থা বিরাজ করছিল। ২০০৯ সালে প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বাধীন বর্তমান সরকার ক্ষমতায় এলে এ অবস্থা থেকে উত্তরণের লক্ষ্যে প্রথমবারের মতো ভূমি সেবা ডিজিটালাইজেশনের পরিকল্পনা গ্রহণ করা হয়। বিভিন্ন চ্যালেঞ্জ অতিক্রম করে আজ আমরা ডিজিটাল ব্যবস্থার অংশ হয়েছি।
এ সময় প্রধানমন্ত্রী ও ভূমি মন্ত্রণালয়ের পক্ষ থেকে উইসিস ফোরামকে ধন্যবাদ জ্ঞাপন করে ভূমিমন্ত্রী বলেন, উইসিস পুরস্কার অর্জনে মানুষ ও দেশের কল্যাণে আরও বেশি করে কাজ করার জন্য আমাদের কাঁধে আরও দায়িত্ব চলে এসেছে।
উল্লেখ্য, ভূমি মন্ত্রণালয়ের ডিজিটাল ভূমি (উন্নয়ন) কর ব্যবস্থা আইসিটি খাতে বিশ্বে অত্যন্ত মর্যাদাপূর্ণ হিসেবে বিবেচিত উইসিস তথা ডব্লিউএসআইএস (ওয়ার্ল্ড সামিট অন দ্য ইনফরমেশন সোসাইটি) পুরস্কার প্রতিযোগিতায় “তথ্য-প্রযুক্তির প্রয়োগ: জীবনের সকল ক্ষেত্রে কল্যাণে – ই-সরকার” শীর্ষক ৭ নম্বর শ্রেণিতে সেরা প্রকল্প/উদ্যোগ হিসেবে বিজয়ী হয়েছে। মোট ১৮টি শ্রেণিতে উইসিস পুরস্কার দেওয়া হয়।
বিশ্বের বিভিন্ন দেশের নেতৃবৃন্দ, মন্ত্রী, ঊর্ধ্বতন সরকারি কর্মকর্তা, সুশীল সমাজের প্রতিনিধি, গবেষক, বেসরকারি খাত এবং জাতিসংঘসহ আন্তর্জাতিক ও আঞ্চলিক সংস্থার প্রতিনিধিরা এবং পুরস্কার বিজয়ী বিভিন্ন উদ্যোগের উদ্যোক্তারা অনুষ্ঠানে উপস্থিত ছিলেন।

(সম্পূরক ১ – উইসিস ফোরাম ও পুরস্কার) উইসিস পুরস্কার অনুষ্ঠানটি গত ১৫ মার্চ ২০২২ থেকে ০৩ জুন ২০২২ পর্যন্ত ‘কল্যাণ, অন্তর্ভুক্তি এবং সহিষ্ণুতার জন্য তথ্য প্রযুক্তি: টেকসই উন্নয়নে অগ্রগতি ত্বরান্বিত করার জন্য উইসিস সহযোগিতা’ (ICTs for Well-Being, Inclusion and Resilience: WSIS Cooperation for Accelerating Progress on the SDGs) প্রতিপাদ্যে আয়োজিত ‘ওয়ার্ল্ড সামিট অন দ্য ইনফরমেশন সোসাইটি ফোরাম’-এর একটি অংশ। ২৯মে পর্যন্ত ফোরামের কার্যক্রম ভার্চুয়ালি চললেও, শেষ সপ্তাহে, অর্থাৎ ৩০ মে থেকে ফোরামের কার্যক্রম সরাসরি উপস্থিতিতে আয়োজিত হচ্ছে। আগামী ০৩ জুন ২০২২-এ ফোরামের কার্যক্রম শেষ হবে। ফোরামে সাইফুজ্জামান চৌধুরীর মন্ত্রী পর্যায়ের একটি শীর্ষ বৈঠকে অংশ নেওয়ার কথা রয়েছে।
তথ্য সমাজ শক্তিশালী করতে এবং টেকসই উন্নয়ন লক্ষ্যমাত্রা (এসডিজি) পূরণ করতে বিশ্বব্যাপী উত্তম চর্চা বিনিময়ের লক্ষ্যে ডব্লিউএসআইএস প্রতিযোগিতার উদ্যোগটি গ্রহণ করা হয়েছিল। ডব্লিউএসআইএসের বিভিন্ন অংশীজনের অনুরোধে টেকসই উন্নয়নকে এগিয়ে নিয়ে যাওয়ার জন্য তথ্য ও যোগাযোগ প্রযুক্তি (আইসিটি) ব্যবহার করে কাজ করা হয় এমন প্রকল্প ও উদ্যোগগুলো মূল্যায়ন করার জন্য ডব্লিউএসআইএস প্রতিযোগিতাটি চালু করা হয়েছে। জাতিসংঘের পৃষ্ঠপোষকতায়, আন্তর্জাতিক টেলিযোগাযোগ ইউনিয়ন (আইটিইউ) সহ অন্যান্য সংশ্লিষ্ট সংস্থার আয়োজনে এই ‘ডব্লিউএসআইএস’ শীর্ষ বৈঠক অনুষ্ঠিত হয়ে থাকে।
(সম্পূরক ২ – ডিজিটাল ভূমি উন্নয়ন কর) গত ০৮ সেপ্টেম্বর ২০২১ তারিখ প্রধানমন্ত্রী শেখ হাসিনা দেশব্যাপী অনলাইন ভূমি উন্নয়ন কর পরিশোধ কার্যক্রম তথা ‘ডিজিটাল ভূমি কর ব্যবস্থা’ উদ্বোধন করেন। এরপর ০৫ জানুয়ারি ২০২২ তারিখে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী ১৬১২২ নম্বরে কল করেই ভূমি উন্নয়ন কর পরিশোধ করার সেবা কার্যক্রম উদ্বোধন করেন।
ডিজিটাল ভূমি কর ব্যবস্থায় এখন পর্যন্ত প্রায় ৩ কোটি ৮ লক্ষ সুবিধাভোগী অতিরিক্ত খরচ ছাড়াই ভূমি উন্নয়ন কর প্রদানের জন্য নিবন্ধন করেছেন। ৩ কোটি জমির তথ্য ইতোমধ্যে ডিজিটালে রূপান্তর করা হয়েছে। প্রায় ৭০ শতাংশ নাগরিক স্বচ্ছভাবে ভূমি উন্নয়ন কর পরিশোধ করেছেন। অন্তত ৫০ শতাংশ নাগরিকের হয়রানি কমেছে। ডিজিটাল ভূমি কর ব্যবস্থায় এই পর্যন্ত আদায়কৃত ৯০ কোটি টাকার অধিক অর্থ রাজস্ব সরকারি কোষাগারে জমা দেওয়া হয়েছে। ভূমি মন্ত্রণালয়ের আওতাভুক্ত ১০ হাজারের বেশি গণকর্মচারীকে এই বিষয়ে প্রশিক্ষণ দেওয়া হয়েছে। ইতোমধ্যে ৯৪ শতাংশ হোল্ডিং এন্ট্রি সম্পন্ন হয়ে গিয়েছে। খুব দ্রুত দেশের শতভাগ ভূমি মালিক অনলাইনে ভূমি উন্নয়ন কর ব্যবস্থার আওতায় চলে আসবে বলে আশা করা যাচ্ছে। এছাড়া, ভূমি উন্নয়ন কর প্রদানের পর তাৎক্ষণিক ডিজিটাল দাখিলা দেওয়ার ব্যবস্থাটিও বর্তমানে প্রক্রিয়াধীন।
/Land Ministry’s Digital Land Tax System wins WSIS Prize/
/The WSIS Prize will inspire us to do better: Land Minister/
Land Minister Saifuzzaman Chowdhury has said, it is a great honor and privilege for the Ministry of Lands of Bangladesh to receive the WSIS Prize. This recognition will inspire us to work better.
Land Minister Saifuzzaman Chowdhury responded this while addressing, after receiving the WSIS Prize for the Digital Land (Development) Tax System, an event organized by various UN agencies, including the ITU, at the Popov Conference Hall of the International Telecommunication Union (ITU) headquarters in Geneva, Switzerland on Tuesday, May 31 2022, (Yesterday) at 6:00 pm local time (Bangladesh time at 10:00 pm).
ITU Secretary-General Houlin Zhao handed over the WSIS Prize trophy to the Land Minister. Land Secretary Md. Mostafizur Rahman PAA was present at the event.
Saifuzzaman Chowdhury further said that the journey to today’s position was not an easy one. At one point, the whole land service management system in Bangladesh was in chaos. When the present government, led by Prime Minister Sheikh Hasina, came to power in 2009, for the first time, a plan for land service digitization was adopted in order to overcome this situation. Today, we have become part of the digital system after overcoming various challenges.
Winning the WSIS Prize has given us now rather more responsibilities on our shoulders to do more and more for the people and the country.
It is to be noted that the Digital Land Tax System of the Ministry of Land wins the prize as the best project/initiative in category 7 namely “ICT applications: benefits in all aspects of life – E-government” of the prestigious WSIS Prize competition. WSIS Prizes are given in 18 categories.
leaders across the world, ministers, senior government officials, civil society representatives, academia, the private sector representatives, and representatives from international and regional organizations, including the United Nations, and prize winners attended the ceremony.

(Supplement 1 – WSIS Forum and Awards) The WSIS Prize Ceremony is a part of the ‘World Summit on the Information Society Forum’ organized under the theme “ICTs for Well-Being, Inclusion, and Resilience: WSIS Cooperation for Accelerating Progress on the SDGs” held from 15 March 2022 to 03 June 2022. Although the activities of the forum were going on virtually till May 29, in the last week, i.e. from May 30, the activities of the forum have been going on also physically. The activities of the forum will end on 03 June 2022. Saifuzzaman Chowdhury is scheduled to attend a ministerial-level summit in the forum.
The WSIS Prizes contest was developed in response to requests from the WSIS stakeholders to create an effective mechanism to evaluate projects and activities that leverage the power of information and communication technologies (ICTs) to advance sustainable development. Under the auspices of the United Nations, the WSIS summit is organized by the International Telecommunication Union (ITU) and other relevant organizations.
(Supplement 2 – Digital Land Development Tax) Prime Minister Sheikh Hasina inaugurated the nationwide online land development tax payment system also known as “Digital Land Tax” system on September 8, 2021. On January 5, 2022, Land Minister Saifuzzaman Chowdhury inaugurated Land Development Taxes Payment by calling 16122.
About 38 million beneficiaries have so far registered to pay land development tax without additional cost. 30 million land data have already been converted into digital. About 70 percent of the citizens have paid land development tax transparently. 50 percent of citizen harassment has decreased. More than Taka 900 million collected so far by the digital land tax system has been deposited into the government treasury. More than 10 thousand officials under the Ministry of Land have been trained in this regard. Already 94 percent of the holding entries have been completed. It is expected that 100% of the landowners of the country will soon come under the online land development tax system. In addition, the immediate issuance of payment receipt of land development tax is under consideration.
