ডিজিটাল রেকর্ড রুম দেশের ২১ জেলায় চালু হলো ডিজিটাল রেকর্ড রুম। এর মাধ্যমে ঘরে বসেই অনলাইনে আবেদন ও ফি জমা দিয়ে নির্ধারিত সময় ও স্থান থেকে খতিয়ানের সার্টিফায়েড কপি নেয়া যাবে। বুধবার সচিবালয়ে ২১ জেলায় ডিজিটাল রেকর্ড রুমের নাগরিক সেবা ডিজিটালাইজেশন কার্যক্রম উদ্বোধন করেন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী। ভূমি মন্ত্রণালয়ের এক বিজ্ঞপ্তিতে এ তথ্য জানানো হয়েছে। এতে বলা হয়- প্রাথমিকভাবে ঢাকা, ফরিদপুর, নরসিংদী, গোপালগঞ্জ, টাঙ্গাইল, শরীয়তপুর, কিশোরগঞ্জ, মাদারীপুর, নারায়ণগঞ্জ, রাজবাড়ী, মানিকগঞ্জ, চট্টগ্রাম, সিলেট, মৌলভীবাজার, হবিগঞ্জ, ময়মনসিংহ, নেত্রকোনা, পঞ্চগড়, কুড়িগ্রাম, রংপুর ও সিরাজগঞ্জে ডিজিটাল রেকর্ড রুম চালু করা হয়েছে।
অনুষ্ঠানে জানানো হয়, প্রাথমিক পর্যায়ে ৬১ জেলায় জেলা তথ্য সেবা কেন্দ্রের মাধ্যমে রেকর্ডরুমের সেবা দেয়া হতো। পরবর্তী সময়ে ৪টি জেলায় ইলেক্ট্রনিক ল্যান্ড রেকর্ড সিস্টেম (ইএলআরএস) চালু করা হয়। ভূমি মন্ত্রণালয়ের নিজস্ব ব্যবস্থাপনায় ভূমি রেকর্ড ও মৌজা ম্যাপ ডিজিটালাইজেশন প্রকল্পের মাধ্যমে ৫৫টি জেলায় খতিয়ান ডিজিটালাইজেশন কার্যক্রম শুরু করা হয়। ওই প্রকল্পের ডাটা এন্ট্রির জন্য অ্যাকসেস টু ইনফরমেশন (এটুআই) থেকে ডিজিটাল রেকর্ড রুম (ডিআরআর) নামে সিস্টেম তৈরি করে দেয়া হয়। এছাড়া ভূমি রেকর্ড ও জরিপ অধিদফতরের ব্যবস্থাপনায় ৬টি জেলার ৪৬টি উপজেলায় ডিজিটাল অ্যান্ড ম্যানেজমেন্ট সিস্টেমের মাধ্যমে রেকর্ড ডিজিটালাইজেশন কার্যক্রম চালু করা হয়।
ভূমি মন্ত্রণালয় এবং ভূমি রেকর্ড ও জরিপ অধিদফতরের প্রকল্প দু’টির মেয়াদ ইতোমধ্যে শেষ হয়েছে। পরবর্তী সময়ে এটুআই’র আর্থিক এবং কারিগরি সহায়তায় ভূমি রেকর্ড ও জরিপ অধিদফতর আরএস-কে সিস্টেম তৈরি করে। এর মাধ্যমে ভূমি রেকর্ড ও জরিপ অধিদফতর বর্তমানের জরিপ করা সব খতিয়ান অনলাইনে এন্ট্রি দিয়ে গেজেট প্রকাশের সঙ্গে সঙ্গে অনলাইনে প্রকাশ করতে পারছে বলেও অনুষ্ঠানে জানানো হয়।
ভূমি মন্ত্রণালয় এবং ভূমি রেকর্ড ও জরিপ অধিদফতর প্রথম পর্যায়ে পরীক্ষামূলকভাবে চট্টগ্রাম, রংপুর, কুড়িগ্রাম ও সিরাজগঞ্জ জেলা রেকর্ডরুমের ডিজিটাল বা ইলেক্ট্রনিক নাগরিক সেবা প্রদান কার্যক্রম চালু করেছে জানিয়ে ভূমিমন্ত্রী বলেন, পাইলটিং সফলভাবে বাস্তবায়ন হওয়ায় এবং নাগরিকদের ব্যাপক সাড়া পাওয়ায় আজকে ২১টি জেলার রেকর্ডরুমের সার্টিফায়েড খতিয়ান দেয়ার নাগরিক সেবা কার্যক্রমটি ডিজিটাল বা ইলেক্ট্রনিক পদ্ধতিতে চালু করা হল। এখন থেকে এ জেলাগুলোতে সকল প্রকার ম্যানুয়াল কার্যক্রম বন্ধ থাকবে। ডিজিটাল রেকর্ড রুম ব্যবস্থায় অনলাইনে আবেদন এবং অনলাইনে ফি দেয়ার মাধ্যমে নির্ধারিত সময় ও স্থান থেকে খতিয়ানের সার্টিফায়েড কপি নেয়া যাবে বলেও জানান মন্ত্রী। তিনি বলেন, সব মিলিয়ে সারা দেশে এখন পর্যন্ত ৩ কোটি ৯৮ লাখ ৫৮ হাজার ১১৩টি খতিয়ান অনলাইনে চূড়ান্তভাবে উন্মুক্ত করা হয়েছে। ই-পর্চা, ল্যান্ড, ডিএলএসআর ও মিনিস্ট্রি অব ল্যান্ডের এ চারটি ওয়েবসাইট বা জাতীয় তথ্য বাতায়নের সব জেলা বাতায়নের ওয়েবসাইট থেকে নাগরিকরা অনলাইনে এ সেবাটি গ্রহণ করতে পারছে। ডিজিটাল রেকর্ড রুম কার্যক্রমের ভেন্ডর হিসেবে কারিগরি সহায়তা করেছে সফট বিডি লিমিটেড। এ সময় ভূমি মন্ত্রণালয়ের সিনিয়র সচিব মাকছুদুর রহমান পাটওয়ারীসহ মাঠ পর্যায়ের কর্মকর্তারা অনলাইনে যুক্ত ছিলেন।

In this regard, the land minister said, in the next 6 to 8 months, digital record rooms will be launched in the remaining 40 districts except three hill districts.
It was informed at the program that at the initial stage, record room services were provided through district information service centers in 61 districts. Later, Electronic Land Record System (ELRS) was introduced in 4 districts. Khatian digitization activities were started in 55 districts through land record and mouza map digitization project under the own management of land ministry. A system called Digital Record Room (DRR) was created from Access to Information (A2I) for data entry of the project. Besides, under the management of Land Records and Survey Department, record digitization activities were introduced in 46 upazilas of 6 districts through digital and management system.
The two projects of the Ministry of Land and the Department of Land Records and Survey have already expired. Later, with the financial and technical support of A2I, the Department of Land Records and Surveys developed the RSK system. It was also informed that the Department of Land Records and Survey has been able to publish all the currently surveyed ledgers online with the help of online gazette.
The land ministry and the land records and survey department have launched digital or electronic citizen service in Chittagong, Rangpur, Kurigram and Sirajganj districts in the first phase on an experimental basis, he said. The service is launched digitally or electronically. From now on all types of manual activities will be closed in these districts. The minister also said that a certified copy of the ledger can be obtained from the designated time and place by applying online and paying the fee online in the digital record room system. He said that in all, 3 crore 98 lakh 57 thousand 113 ledgers have been finally opened online so far. Citizens can avail this service online from these four websites of e-pamphlet, Land, DLSR and Ministry of Land or all district windows of National Information Window.
