ভূমি সেবা এখনো শতভাগ দুর্নীতিমুক্ত নয়: ভূমি সচিব ভূমি মন্ত্রণালয়ের সচিব মো. মোস্তাফিজুর রহমান বলেছেন, জটিল সিস্টেমে দুর্নীতির সুযোগ তৈরি হয়। আমাদের কাছে এমন কোনো ম্যাজিক নাই যা দিয়ে রাতারাতি দুর্নীতি বন্ধ করা যাবে। সিস্টেম তৈরি করতে পারলে দুর্নীতি কমে আসে। ভূমি ব্যবস্থাপনা এখনো শতভাগ দুর্নীতিমুক্ত হয়েছে বলা যাবে না। ভূমি ব্যবস্থাপনায় পূর্ববর্তী পদ্ধতিটি ছিলো অত্যন্ত জটিল ও অস্বচ্ছ। এই ব্যবস্থাকে দুর্নীতিমুক্ত করাটাই এখন আমাদের প্রধান চ্যালেঞ্জ। আশা করা যায় বর্তমান ডিজিটাল পদ্ধতি বাস্তবায়িত হলে ভূমি ব্যবস্থাপনা দুর্নীতিমুক্ত হবে।
তিনি বলেন, ভূমি ব্যবস্থাপনায় আমরা এমন একটি পদ্ধতি প্রণয়নের চেষ্টা করছি যেখানে কারো ব্যক্তিগত পাওয়ার থাকবে না। কারো ব্যক্তিগত পাওয়ার থাকলেই সেখানে দুর্নীতির সুযোগ সৃষ্টি হয়। দুর্নীতির আরেকটি পন্থা হলো মধ্যস্থতাকারী। ভূমি ব্যবস্থাপনা পুরোপুরি ডিজিটাল হলে এই মধ্যস্থতাকারীর অস্তিত্ব বিলুপ্ত হবে। দুর্নীতিও দূরীভূত হবে।
শনিবার ডিবেট ফর ডেমোক্রেসির আয়োজনে এফডিসিতে ডিজিটাল ভূমি ব্যবস্থাপনা নিয়ে অনুষ্ঠিত ছায়া সংসদে প্রধান অতিথির বক্তব্যে ভূমি মন্ত্রণালয়ের সচিব এসব কথা বলেন। অনুষ্ঠানে সভাপতিত্ব করেন ডিবেট ফর ডেমোক্রেসি’র চেয়ারম্যান হাসান আহমেদ চৌধুরী কিরণ।
ভূমি সচিব আরও বলেন, ভূমি ব্যবস্থানপনা ডিজিটাল করার ক্ষেত্রে বর্তমানে একটি বড় চ্যালেঞ্জ ভূমি অফিসের কর্মচারী ও জনগণকে আইটি ট্রেনিং প্রদান। দেশের প্রত্যন্ত অঞ্চল থেকে তাদেরকে ঢাকায় এনে এই ট্রেনিং প্রদান করা সম্ভব নয়। আমরা চেষ্টা করছি মাস্টার ট্রেইনারের মাধ্যমে বিভিন্ন জেলায় ও উপজেলায় সংশ্লিষ্ট সবাইকে ট্রেনিং প্রদান ও দক্ষ করে গড়ে তোলা।
তিনি বলেন, একটি সিস্টেম অ্যাপস তৈরির চেষ্টা করছি যেখানে ঢুকে যে কেউ অনলাইনে ভূমি সংক্রান্ত সকল সেবা গ্রহণ করতে পারবে, কাউকে ভূমি অফিসে যেতে হবে না। ভূমি অফিস না চিনলেও ভূমি সেবা থেকে কেউ বঞ্চিত হবে না।
সভাপতির বক্তব্যে ডিবেট ফর ডেমোক্রেসির চেয়ারম্যান হাসান আহমেদ চৌধুরী কিরণ বলেন, জমি বেচা-কেনা, রেজিস্ট্রেশন, নামজারি, পর্চা, খতিয়ান, খাজনা প্রদান, ভূমি জরিপ ইত্যাদি সেবা পেতে সাধারণ নাগরিকদের ব্যাপক ভোগান্তি পোহাতে হয়। খাস জমি, হাট বাজার ইজারা, ওয়ারিশান জমি বন্টন সহ ভূমি সংক্রান্ত প্রায় সকল কার্যক্রমেই এখনো হয়রানির শিকার হতে হচ্ছে। তবে বর্তমান সরকারের ডিজিটালাইজেশন প্রক্রিয়ার মাধ্যমে ভূমি ব্যবস্থাপনায় অনিয়ম ও দুর্নীতি ধীরে ধীরে বন্ধ হয়ে আসছে।
প্রতিযোগিতায় সরকারি দল ইসলামী বিশ্ববিদ্যালয় ও বিরোধীদল বাংলাদেশ ইউনিভার্সিটি অব প্রফেশনালসের বিতার্কিকরা সমান নম্বর পাওয়ায় উভয় দল যৌথভাবে বিজয়ী হয়। প্রতিযোগিতা শেষে অংশগ্রহণকারী দলের মাঝে ট্রফি ও সনদপত্র বিতরণ করা হয়। প্রতিযোগিতায় বিচারক ছিলেন অধ্যাপক আবু মোহাম্মদ রইস, সাংবাদিক আলমগীর স্বপন, বি এম জাহাঙ্গীর ও ধরিত্রী সরকার সবুজ। (সংবাদ বিজ্ঞপ্তি)

Creating a system reduces corruption. Land management cannot be said to be 100% corruption free yet. The previous approach to land management was extremely complex and opaque. Our main challenge now is to make this system corruption free. It is hoped that with the implementation of the current digital system, land management will be free from corruption.
“We are trying to formulate a system in land management where no one will have personal power,” he said. If someone has personal power, there is an opportunity for corruption. Another form of corruption is mediation. If land management is fully digitalized, this intermediary will cease to exist. Corruption will also be eradicated.
He was speaking as the chief guest at the Shadow Parliament on Digital Land Management at FDC organized by Debate for Democracy on Saturday. Chairman of Debate for Democracy Hasan Ahmed Chowdhury Kiran presided over the function.
The Land Secretary further said that one of the major challenges in digitalizing land management at present is providing IT training to the employees and people of the land office. It is not possible to provide this training by bringing them to Dhaka from remote areas of the country. We are trying to provide training to all concerned in different districts and upazilas through master trainers and make them efficient.
“I am trying to create a system of apps where anyone can access all the land related services online without having to go to the land office,” he said. No one will be deprived of land services even if they do not know the land office.
Speaking on the occasion, Hasan Ahmed Chowdhury Kiran, Chairman, Debate for Democracy, said, Almost all land related activities including khas land, hat bazaar lease, warishan land distribution are still being harassed. However, through the digitalisation process of the present government, irregularities and corruption in land management are gradually coming to an end.
In the competition, the ruling party Islamic University and the opposition Bangladesh University of Professionals got equal marks and both the parties won jointly. At the end of the competition, trophies and certificates were distributed among the participating teams. The judges of the competition were Professor Abu Mohammad Rais, journalist Alamgir Swapan, BM Jahangir and Dharitri Sarkar Sabuj. (Press Release)
