(ঢাকা, শনিবার, ২৬ ফেব্রুয়ারি ২০২২) ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন, নামজারি আবেদন সিস্টেম অনলাইনে নিয়মিত ‘ট্র্যাকিং’ (পর্যবেক্ষণ) করা হচ্ছে। কোনো আবেদন নির্ধারিত সময়ের মধ্যে নিষ্পত্তি না হলে সংশ্লিষ্ট কর্মকর্তাদের কারণ দর্শানোর জন্য বলা হচ্ছে। নিয়মিত ‘মনিটরিং’-এর কারণে নামজারি সংক্রান্ত জটিলতা এখন বহুলাংশে কমে এসেছে।
আজ শনিবার বেসরকারি উন্নয়ন সংস্থা ‘ন্যাশনাল চর অ্যালায়েন্স’ ও ‘সমুন্নয়’র উদ্যোগে রাজধানীর বিশ্বসাহিত্য কেন্দ্রে ‘ভূমি বিষয়ক আইন ও নীতি: চরাঞ্চলের বাস্তবতা’ শীর্ষক এক জাতীয় সংলাপে প্রধান অতিথির বক্তব্যে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী এই কথা বলেন।
সাইফুজ্জামান চৌধুরী বলেন জরিপ সুষ্ঠু ও নির্ভুলভাবে সম্পন্ন হলে ভূমি বিষয়ক মামলা মোকদ্দমা বহুলাংশে কমে যাবে। এইজন্য সরকার ডিজিটাল জরিপের উদ্যোগ নিয়েছে। অবৈধ ভূমি দখলকে ফৌজদারি অপরাধের আওতায় এনে ‘ভূমি অপরাধ প্রতিরোধ ও প্রতিকার আইন, ২০২১’-এর খসড়া ইতোমধ্যে প্রস্তুত করে মতামতের জন্য উন্মুক্ত করা হয়েছে। ভূমি দস্যুতা রোধে এই আইন কার্যকর ভূমিকা রাখবে বলে ভূমিমন্ত্রী মন্তব্য করেন।
সংলাপে সম্মানিত অতিথি হিসেবে উপস্থিত ছিলেন ধর্ম প্রতিমন্ত্রী ফরিদুল হক খান দুলাল, বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন কুড়িগ্রাম-৩ (উলিপুর) আসনের সংসদ সদস্য অধ্যাপক এম. এ মতিন। অনুষ্ঠানে সভাপতিত্ব করেন ‘ন্যাশনাল চর অ্যালায়েন্স’ ও ‘সমুন্নয়’র প্রতিষ্ঠাতা চেয়ারম্যান এবং বাংলাদেশ ব্যাংকের সাবেক গভর্নর ড. আতিউর রহমান।
সাইফুজ্জামান চৌধুরী তাঁর বক্তব্যে বলেন, প্রধানমন্ত্রী চরের মানুষের জীবনমান উন্নয়নের ব্যাপারটি খুব গুরুত্বসহকারে জাতীয় উন্নয়ন পরিকল্পনায় সংযুক্ত করেছেন। তাঁর সুস্পষ্ট দিকনির্দেশনায় সরকারের গৃহীত পদক্ষেপগুলোর মধ্যে অন্যতম হচ্ছে প্রাপ্যতা সাপেক্ষে সর্বোচ্চ ১ একর এবং উপকূলীয় চর অঞ্চলে অনূর্ধ্ব ১.৫ একর পর্যন্ত কৃষি খাসজমি বন্দোবস্ত দেওয়ার বিধান চালু। এছাড়া, ‘চর ডেভেলপমেন্ট এন্ড সেটেলমেন্ট প্রজেক্ট’-এর আওতায় এই পর্যন্ত ৩৪ হাজার ভূমিহীন পরিবারের মাঝে ৪৪ হাজার একর খাস জমি বন্দোবস্ত দিয়েছে সরকার। এই প্রকল্পের আওতায় চরাঞ্চলের আরও হাজারো পরিবারের মাঝে খাসজমি বরাদ্দের কার্যক্রম চলমান।
তিনি বলেন সরকারের বিভিন্ন ভূমিহীন ও গৃহহীন কর্মসূচির আওতায় চরের জায়গা বরাদ্দ গ্রহণে ১ টাকা নামমাত্র সালামীর ফি ধরা হয়েছে। এ সম্পর্কিত নামজারি ফিও সরকারিভাবে দেওয়ার পরিকল্পনা রয়েছে।
ভূমিমন্ত্রী আরও বলেন, ভূমি মন্ত্রণালয়ের মাঠ পর্যায়ের দপ্তরগুলোর বিস্তৃতি সমগ্র দেশব্যাপী। কিছু দপ্তরে আকস্মিক পরিদর্শনে হয়ত কিছু সময়ের জন্য নির্দিষ্ট স্থানে পরিস্থিতির উন্নয়ন হ্য়; তবে সার্বিকভাবে দীর্ঘ মেয়াদে কোনো ইতিবাচক প্রভাব পড়ে না। এজন্য আমরা টেকসই সিস্টেম উন্নয়নে জোর দিয়েছি। সিস্টেম উন্নয়ন হয়ে গেলে সিস্টেমের কারণেই দুর্নীতির সুযোগ কমে যাবে।
এক প্রশ্নের জবাবে মন্ত্রী বলেন চরাঞ্চলে একজনের চাষকৃত ফসল অন্যজন বলপূর্বক হরণ করার ঘটনা ঘটছে, যা অমানবিক ও অন্যায়। এ অন্যায়ের প্রতিরোধে প্রয়োজনীয় ব্যবস্থা গ্রহণ করা হবে। এই সময় ভূমিমন্ত্রী ডিজিটাল সেবা প্রবর্তন এবং আইন ও বিধি-বিধান সংশোধন করে টেকসই ভূমি ব্যবস্থাপনা স্থাপনের কথা আবারো পুনর্ব্যাক্ত করেন। তিনি বলেন টেকসই ভূমি ব্যবস্থায় সঠিক দলিলপত্রাদি যেমন প্রকৃত নিবন্ধন দলিল, খতিয়ান, বণ্টননামা, নকশা ইত্যাদি যা প্রযোজ্য তা ছাড়া কেউ কোনো জমি দখল করে রাখতে পারবেনা।
ধর্ম প্রতিমন্ত্রী ফরিদুল হক খান দুলাল বলেন, প্রধানমন্ত্রী চরের কার্যকর উন্নয়ন নীতি ও কৌশল গ্রহণ করেছেন। তিনি বলেন, বর্তমানে চরাঞ্চলে যোগাযোগ ব্যবস্থা আগের চেয়ে অনেক উন্নত হয়েছে। তিনি আরও বলেন, সরকারের নানা পদক্ষেপের কারণে চরাঞ্চলে বসবাসরত মানুষ সেখানে শস্য ও শাকসবজি উৎপাদন এবং গবাদি পশু পালনে সফলতা দেখিয়েছে। চরাঞ্চলে কুমড়া চাষ বাংলাদেশকে আন্তর্জাতিক খ্যাতি এনে দিয়েছে বলে তিনি জানান। চরাঞ্চলের জীবনমান আরও উন্নয়নের জন্য তিনি তাঁর প্রস্তাবনা এ সময় তুলে ধরেন এসময়।
ডঃ আতিউর রহমান তাঁর সচিত্র উপস্থাপনায় বলেন, ভূমি ব্যবস্থাপনা ডিজিটাইজেশনে ভূমি মন্ত্রণালয় ইতোমধ্যে বিশেষ সাফল্য দেখিয়েছে। এর ধারাবাহিকতার সুফল চরের মানুষের কাছেও পৌঁছে দেওয়া সম্ভব। আতিউর রহমান আরও বলেন, প্রশাসনের সাফল্যের অভিজ্ঞতা থেকে শিক্ষা নিয়ে তা আনুষ্ঠানিকভাবে প্রয়োগ করে এবং সকল অংশীজনের মতামত ও অংশগ্রহণের ভিত্তিতে পরিকল্পনা ও নীতি গ্রহণ করা যেতে পারে।
সংলাপের আয়োজকদের গবেষণায় উঠে আসে, বাংলাদেশের ৮ হাজার ৩১৫ বর্গকিলোমিটার চর ভূমিতে বসবাস করছে প্রায় ৬৭ লক্ষ মানুষ। সংস্থাটির গবেষণায় আরও উঠে আসে, সরকারের উদ্যোগ ও নীতির কারণে এবং বেসরকারি উন্নয়ন সংস্থাগুলোর কর্মকাণ্ডে বিগত ১০-১২ বছরে চরের জীবনমানের উন্নয়ন বিকাশে আলাদা গতি পেয়েছে।
সরকারের জলবায়ু পরিবর্তন সহিষ্ণুতা বাড়ানোর পরিকল্পনার সাথে সামঞ্জস্য রেখে উপস্থিত আলোচকবৃন্দ চরাঞ্চলের বিপন্ন মানুষকে রক্ষার্থে আলাদা তহবিল (ফাউন্ডেশন) গঠন, চরে ম্যানুফ্যাকচারিং খাতের বিকাশ, চরের কৃষির টেকসই উন্নয়নকে অগ্রাধিকার দেয়ার ব্যাপারে মতপ্রকাশ করেন ।
সংলাপে অন্যান্যদের মধ্যে আরও অংশগ্রহণ করেন ভূমি এবং চর ও চরাঞ্চলের মানুষ নিয়ে কাজ করে যাওয়া বিভিন্ন বেসরকারী উন্নয়ন সংস্থার নেতৃবৃন্দ, চরাঞ্চলের বসবাসরত জনমানুষের প্রতিনিধি এবং গণমাধ্যমের প্রতিনিধিসহ বিভিন্ন অংশীজন।
Land Mutation management is being regularly tracked online – Land Minister
Show cause order being issued if the case is not disposed of on time
(Dhaka, Saturday, February 26, 2022) Land Minister Saifuzzaman Chowdhury said the land mutation application system is being regularly ‘tracked’ (monitored) online. If any application is not disposed of on time, the concerned officials are being ordered to show cause. The various complexity and irregularities of land mutation are now greatly reduced due to regular monitoring.
Land Minister Saifuzzaman Chowdhury stated this while addressing the chief guest at a National Dialogue titled ‘Land Law and Policy: Realities in Char land (Bars)’ at the ‘Bishwo Shahitto Kendro’ in the capital on Saturday organized by ‘National Char Alliance’ and ‘Shamannay’.
Saifuzzaman Chowdhury said that the number of land-related cases will greatly reduce if the survey is done properly and accurately. That is why the government has taken the initiative of the digital survey, – he added. Saifuzzaman Chowdhury further said that, by making illegal land grabbing a criminal offense, the draft of ‘Land Crime Prevention and Redress Act, 2021’ has been drafted and made open to the public or the opinion of all stakeholders. The Land Minister opined that this law will play an important role in preventing land grabbing.
Minister of State for Religion Md Faridul Haq Khan was present as the guest of honor at the dialogue, while Member of Parliament for Kurigram-3 (Ulipur) constituency Professor M. A. Matin was present as the special guest. ‘National Char Alliance’ and ‘Shamannay’ founding chair and former Bangladesh Bank governor Professor Dr. Atiur Rahman chaired the dialogue.
Saifuzzaman Chowdhury said that the Prime Minister has included improving the living standards of the Char dwellers in the land national development plan, giving importance. Another step taken by the government, under her direction, is to provide provision for allotment of agricultural Khas land (subject to availability) up to a maximum of 1 acre subject to availability and up to 1.5 Acre in coastal Char areas. In addition, the government has so far allotted 44,000 acres of Khas land among 34,000 landless families under the ‘Char Development and Settlement Project’. The process of allotment of land is going on among thousands of other families of Char areas under this project.
He said a nominal Salami fee (token fee payable to the previous owner for parting land) of Tk 1 has been levied for allocating char land under various landless and homeless programs of the government. There is also a plan to pay related mutation fees by the government.
The land minister further said that the field level offices of the land ministry are spread all over the country. Surprise visits to some offices may improve the situation in certain places for a while; However there is no positive effect in the long run. That is why we have emphasized developing sustainable systems. Once the system is developed, the chances of corruption will be reduced because of the system.
Responding to a question, the minister said that the forced grabbing of crops is taking place in the char areas, which is inhuman and unjust. Necessary steps will be taken to prevent this crime. The land minister reiterated the importance of the establishment of sustainable land management by introducing digital services and amending the laws and regulations. He said that in a sustainable land system, no one can occupy any land without proper documents such as bona fide Registration Deed, Record of Rights, Partition Deed, Maps, etc. which are applicable as per requirement.
Minister of State for Religion Md Faridul Haq said the Prime Minister has adopted effective development policies and strategies for Char. He said that at present the communication system in the Char areas is much better than before. He further said that the people living in the char areas have shown success in producing grains and vegetables and raising cattle because of various initiatives taken by the government. Pumpkin cultivation in the Char areas has brought international fame to Bangladesh – he added. He also presented his proposals for further development of living standards in the char areas.
Professor Dr. Atiur Rahman during his (Powerpoint) presentation, said that the Land Ministry has already showed success in land management digitization. The benefits of its consistency can be passed on to the people of Char. Atiur Rahman further said that Plans and policies can be adopted by officially implementing the lesson learned from the experience of the successes of administration and based on the views and participation of all stakeholders.
According to the research of the organizers of the dialogue, about 6.7 million people are living in the 8 thousand 315 sq km char land of Bangladesh. The development of the quality of life of the chars has gained momentum in the last 10-12 years because of the initiatives and policies of the government and the activities of the Non-Government Organization (NGO) – research of the organization further reveals.
The participants of the dialogue expressed their views on creating a separate foundation (funds) for protecting imperiled people in the chars, the developing of the Char manufacturing sector, and the sustainable development of char agriculture – which will be in commensurate with the government’s strategies for climate change adaptation.
Leaders of various NGOs who are working with the Char dwellers as well as working the Char and Land as a whole, representatives of the people living in Char areas, and representatives of the mass media participated in the dialogue, among others.
