নামজারি আবেদনে বাড়তি দলিল আর দিতে হবে না
জমির ই-নামজারির (নিবন্ধন ও নামজারি) জন্য শিগগিরই আধুনিক ফরম চালু করবে সরকার। এই ফরম চালু হলে জমির যেসব দলিল সরকারের কাছে আছে নামজারি আবেদনের সময় তার কপি আর জমা দিতে হবে না। প্রযোজ্য ক্ষেত্রে নিবন্ধন দলিল মূলেও নামজারি করা হবে। এতে জমি হস্তান্তরে নতুন করে নামজারির প্রয়োজন হবে না।
এসব উদ্যোগ পুরোদমে কার্যকর হলে জমির মালিকানা হস্তান্তরের ভোগান্তি অনেকাংশে কমে আসবে। গতকাল ভূমি মন্ত্রণালয়ের এক বিজ্ঞপ্তিতে এসব তথ্য জানানো হয়েছে। এতে বলা হয়-ভূমি সেবা সপ্তাহ ২০২২ উপলক্ষে নতুন ফরম চালুর কার্যক্রম দ্রুত অগ্রাধিকার ভিত্তিতে (Fast Track) স্থাপন করার উদ্যোগ নেওয়া হয়েছে। আগামী মাসেই (জুন) নতুন ফরম চালু করা সম্ভব হবে।
ইতোমধ্যে ৬৫ লাখ নামজারি আবেদনের মধ্যে ৫৭ লাখ আবেদন নিষ্পত্তি হয়েছে। ‘ভূমি অফিসে না এসে ভূমি সেবা গ্রহণ করুন’ প্রতিপাদ্যে গত ১৯ মে ভূমি সেবা সপ্তাহ ২০২২-এর উদ্বোধন হয়। অনুষ্ঠানে ভূমি সেবা সপ্তাহ উপলক্ষে প্রধানমন্ত্রী শেখ হাসিনা প্রদত্ত (রেকর্ডেড) শুভেচ্ছা বার্তা প্রদর্শন করা হয়।
উদ্বোধনী অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী।
ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মো. মকবুল হোসেন অনুষ্ঠানে বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন। ভূমি সচিব মো. মোস্তাফিজুর রহমান পিএএ অনুষ্ঠানে সভাপতিত্ব করেন। সেবা সপ্তাহটি আজ (২৩ মে) পর্যন্ত চলার কথা রয়েছে।
বিজ্ঞপ্তিতে বলা হয়- (জরিপ এবং ম্যাপ) ‘মৌজা ও প্লটভিত্তিক ডিজিটাল ভূমি জোনিং’ প্রকল্পের মাধ্যমে দেশের সব মৌজায় ডিজিটাল ও স্যাটেলাইট ইমেজের মাধ্যমে মানচিত্র তৈরি করে ভূমি ব্যবহার পরিকল্পনা প্রণয়ন করা হবে। গত ১২ মে মৌজা ও প্লটভিত্তিক জাতীয় ডিজিটাল ভূমি জোনিং প্রকল্পের ক্রয় পরিকল্পনা অনুমোদন দেওয়া হয়েছে।দেশের ১ লাখ ৩৮ হাজার ৪১২টি মৌজা ম্যাপ ডিজিটাইজ করার ব্যবস্থা নেওয়া হবে। ডিজিটাইজ ম্যাপের সঙ্গে ক্রয় করা স্যাটেলাইট ভূমির ছবি সমন্বয় করা হবে। এই প্রকল্প কার্যকর হলে কার্যকর ডিজিটাল ক্যাডাস্ট্রাল ম্যাপ তৈরি হবে। এক ক্লিকেই দেখা যাবে জমির শ্রেণি কী এবং জমির মালিক কে। (ভূমি উন্নয়ন কর) ২.৫ কোটি হোল্ডিং ডিজিটাইজ করা হয়েছে, বাকিগুলোও খুব দ্রুত শেষ হবে। মানুষ এখন ইউনিয়ন ভূমি অফিসে না গিয়েই ভূমি কর দিতে পারছেন। বর্তমানে এনআইডি দিয়ে রেজিস্ট্রেশন করে কিংবা রেজিস্ট্রেশন ছাড়া- দুইভাবেই ভূমি কর জমা দেওয়া যাচ্ছে। এনআইডি নম্বর দিয়ে রেজিস্ট্রেশন ছাড়া সরাসরি ভূমি উন্নয়ন কর প্রদানের ব্যবস্থার বৈশিষ্ট্য হচ্ছে, মূল ভূমি উন্নয়ন কর ব্যবস্থায় জমির মালিকের প্রোফাইলে না ঢুকেই জমির মালিকের নিবন্ধিত ও হোল্ডিং এন্ট্রি সম্পন্ন করা জমির ভূমি উন্নয়ন কর দেওয়া যাবে। অর্থাৎ যে কোনো ব্যক্তি ভূমি উন্নয়ন কর অপরের পক্ষেও দিতে পারবেন। এই ব্যবস্থা অতি কর্মব্যস্ত মানুষের জন্য সুবিধাজনক হবে। তবে সম্পদের নিরাপত্তা নিশ্চিতের জন্য দাখিলা যেন কেবল জমির মূল মালিক গ্রহণ করতে পারেন তা নিশ্চিত করা হবে। ভূমি উন্নয়ন কর প্রদানের সঙ্গে সঙ্গে দাখিলা প্রদানের বিষয়টিও বিবেচনাধীন আছে।এতে আরও বলা হয়- এখন পর্যন্ত প্রায় ৩ কোটি ৮ লাখ সুবিধাভোগী অতিরিক্ত খরচ ছাড়াই ভূমি উন্নয়ন কর প্রদানের জন্য নিবন্ধন করেছেন। জমির ৩ কোটি জমির তথ্য ইতোমধ্যে ম্যানুয়াল থেকে ডিজিটালে রূপান্তরিত হয়েছে। প্রায় ৭০ শতাংশ নাগরিক স্বচ্ছভাবে ভূমি উন্নয়ন কর পরিশোধ করেছেন। অন্তত ৫০ শতাংশ নাগরিকের হয়রানি কমেছে। প্রতিদিন ৩০-৪০ লাখ টাকা তাৎক্ষণিকভাবে সরকারি কোষাগারে জমা প্রদান করা হয়েছে। (সার্বিক ব্যবস্থাপনা) আগামী ২০২৫ সালের মধ্যে সারা দেশের ভূমি ব্যবস্থাপনা স্বয়ংক্রিয় করার লক্ষ্যে গ্রহণ করা হয়েছে, ‘ভূমি ব্যবস্থাপনা অটোমেশন প্রকল্প’। ভূমি মালিকানা প্রমাণের জন্য উপর্যুক্ত অনেক দলিলাদির বদলে একটি ‘ভূমি মালিকানা সনদ’ তথা ‘সার্টিফিকেট অব ল্যান্ড ওনারশিপ’ চালু করার পরিকল্পনা রয়েছে।
The government will soon launch a modern form for land e-namjari (registration and namjari). Once this form is introduced, the government will no longer have to submit a copy of the land deed at the time of namazari application. If applicable, the registration document will also be named. There will be no need to re-register the land.
If these initiatives are fully implemented, the suffering of land transfer will be reduced to a great extent. This information has been informed in a notification of the land ministry yesterday. It is said that on the occasion of Land Service Week 2022, an initiative has been taken to launch a new form on a fast track basis. It will be possible to launch the new form next month (June).
So far, out of 65 lakh nominations, 57 lakh applications have been disposed off. Land Service Week 2022 was inaugurated on 19th May under the theme ‘Accept land service without coming to land office’. The (recorded) greeting message given by Prime Minister Sheikh Hasina on the occasion of Land Service Week was displayed on the occasion.

According to the notification, (survey and map) ‘Mouza and Plot Based Digital Land Zoning’ project, land use plan will be prepared by making maps in all mouzas of the country through digital and satellite images. On May 12, the purchase plan for the mouza and plot based national digital land zoning project was approved.
Arrangements will be made to digitize 1 lakh 36 thousand 412 mouzas of the country. Satellite land images purchased with digitized maps will be adjusted. If this project is implemented, an effective digital cadastral map will be created. What is the class of land and who owns the land can be seen with one click. (Land Development Tax) 2.5 crore holdings have been digitized, the rest will be completed very soon. People are now able to pay land tax without going to the union land office. At present, land tax is being paid either by registering with NID or without registration. The feature of direct land development tax payment system without registration with NID number is that land development tax can be paid on registered land owner who has completed the registered and holding entry without entering the land owner profile in the main land development tax system. In other words, any person can pay land development tax on behalf of others. This arrangement will be convenient for very busy people. However, to ensure the security of the property, it will be ensured that only the original owner of the land can accept the submission. The issue of payment along with land development tax is also under consideration.
It further said that so far about 36 million beneficiaries have registered to pay land development tax at no extra cost. Land 3 crore land data has already been converted from manual to digital. About 80 percent of the citizens have paid land development tax transparently. Harassment of at least 50 percent of citizens has decreased. 30-40 lakh per day has been immediately deposited in the government treasury. (Overall Management) With the aim of automating land management across the country by 2025, ‘Land Management Automation Project’ has been adopted. There are plans to introduce a ‘Certificate of Land Ownership’ instead of the many documents mentioned above to prove land ownership
