ডিজিটাল ভূমি কর ব্যবস্থা ২০২২ সালে ‘ ‘ডব্লিউএসআইএস চ্যাম্পিয়ন’-এর স্বীকৃতি পেল
ভূমি কর ভূমি মন্ত্রণালয়ের ডিজিটাল ভূমি (উন্নয়ন) কর ব্যবস্থা ডব্লিউএসআইএস (ওয়ার্ল্ড সামিট অন দ্য ইনফরমেশন সোসাইটি) পুরস্কার প্রতিযোগিতায় “তথ্য-প্রযুক্তির প্রয়োগ: জীবনের সকল ক্ষেত্রে কল্যাণে – ই-সরকার” শীর্ষক ৭ নম্বর শ্রেণিতে নির্বাচিত পাঁচটি ‘চ্যাম্পিয়ন’ উদ্যোগের একটি হিসেবে মনোনীত হয়েছে।
উপর্যুক্ত প্রতিযোগিতায় ১৮টি ক্যাটাগরির প্রতিটিতে ৪ কিংবা ৫টি করে প্রকল্প/উদ্যোগকে ‘চ্যাম্পিয়ন’ ঘোষণা করা হয়েছে। এই ১৮টি ক্যাটাগরির ‘চ্যাম্পিয়ন’ প্রকল্প/উদ্যোগগুলোর মধ্যে থেকে প্রতিটি ক্যাটাগরিতে ১টি সেরা প্রকল্প/উদ্যোগকে আগামী মে মাসের শেষ সপ্তাহে ডব্লিউএসআইএস পুরস্কার ২০২২-এর চূড়ান্ত বিজয়ী হিসেবে ঘোষণা করার কথা রয়েছে।
গত ০৮ সেপ্টেম্বর ২০২১ তারিখ প্রধানমন্ত্রী শেখ হাসিনা দেশব্যাপী অনলাইন ভূমি উন্নয়ন কর পরিশোধ কার্যক্রম উদ্বোধন করেন। এরপর ০৫ জানুয়ারি ২০২২ তারিখে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী ১৬১২২ নম্বরে কল করেই ভূমি উন্নয়ন কর পরিশোধ করার সেবা কার্যক্রম উদ্বোধন করেন।
উল্লেখ্য, বাংলাদেশের মানুষ তাদের জীবিকা, সামাজিক রীতিনীতি এবং অর্থনৈতিক কর্মকাণ্ডের জন্য ভূমির ওপর নির্ভরশীল। কিন্তু দুর্ভাগ্যবশত এখানকার অধিকাংশ মানুষকে ভূমি কর দিতে অনেক কষ্ট করে ইউনিয়ন ভূমি অফিসে যেতে হয়। এতে তাদের অর্থ ব্যয় হয় এবং সময় নষ্ট হয়। এচাড়া, তারা প্রায়ই হয়রানির শিকার হন বলে অভিযোগ আসে। এসব কারণে অনেকেই সময়মতো ভূমি উন্নয়ন কর দিতে আগ্রহ দেখান না। ফলে সরকারের কাঙ্ক্ষিত রাজস্ব আদায় হয়না প্রায়ই।
এই প্রেক্ষাপটে, দেশের জনগণের দুর্ভোগ ও হয়রানি নিরসনে এবং ভূমি কর প্রদানের প্রতি তাদের দৃষ্টিভঙ্গি আমূল পরিবর্তন করতে ভূমি মন্ত্রণালয় ভূমি কর পরিশোধ ব্যবস্থাকে ডিজিটালাইজড করেছে। বিশ্বের যেকোনো প্রান্তের বাংলাদেশের জমির মালিকরা এখন অনলাইনে ভূমি উন্নয়ন কর দিতে পারবেন। এই ব্যবস্থা নাগরিকদের সময়, অর্থ, এবং ভ্রমণ হ্রাস করেছে। মানুষ ধীরে ধীরে নতুন ব্যবস্থায় অভ্যস্ত হয়ে উঠছে যা স্বচ্ছতা বৃদ্ধি করেছে এবং তাদের নানাবিধ অসুবিধা কমিয়েছে। অধিকন্তু, স্বয়ংক্রিয়ভাবে সংগৃহীত ভূমি উন্নয়ন কর বৃদ্ধিতে এ খাত থেকে সরকারী রাজস্ব আদায় ব্যাপকভাবে বৃদ্ধি পেয়েছে।
এছাড়া, ভূমি উন্নয়ন কর প্রদানের পর তাৎক্ষণিক ডিজিটাল দাখিলা দেওয়ার ব্যবস্থাটিও বর্তমানে প্রক্রিয়াধীন। ইতোমধ্যে ৯৪ শতাংশ হোল্ডিং এন্ট্রি সম্পন্ন হয়ে গিয়েছে। খুব দ্রুত দেশের শতভাগ ভূমি মালিক অনলাইনে ভূমি উন্নয়ন কর ব্যবস্থার আওতায় চলে আসবে বলে আশা করা যাচ্ছে।
প্রসঙ্গত, তথ্য সমাজ শক্তিশালী করতে এবং টেকসই উন্নয়ন লক্ষ্যমাত্রা (এসডিজি) পূরণ করতে বিশ্বব্যাপী উত্তম চর্চা বিনিময়ের লক্ষ্যে ডব্লিউএসআইএস প্রতিযোগিতার উদ্যোগটি গ্রহণ করা হয়েছিল। ডব্লিউএসআইএসের বিভিন্ন অংশীজনের অনুরোধে টেকসই উন্নয়নকে এগিয়ে নিয়ে যাওয়ার জন্য তথ্য ও যোগাযোগ প্রযুক্তি (আইসিটি) ব্যবহার করে কাজ করা হয় এমন প্রকল্প ও উদ্যোগগুলো মূল্যায়ন করার জন্য ডব্লিউএসআইএস প্রতিযোগিতাটি চালু করা হয়েছে। জাতিসংঘের পৃষ্ঠপোষকতায়, আন্তর্জাতিক টেলিযোগাযোগ ইউনিয়ন (আইটিইউ) সহ অন্যান্য সংশ্লিষ্ট সংস্থার আয়োজনে এই ‘ডব্লিউএসআইএস’ শীর্ষ বৈঠক অনুষ্ঠিত হয়ে থাকে।
Digital Land Tax system has been recognized as ‘WSIS Champion’ for 2022
The Digital Land (Development) Tax system of the Bangladesh Ministry of Land has been chosen as one of the five champion projects of the WSIS (2022 (World Summit on the Information Society) contest in category 7 named ‘ICT applications: benefits in all aspects of life – E-government’.
In the above contest, 4 or 5 projects/initiatives in each of the 18 categories have been declared ‘Champions’. Out of these 18 categories of ‘Champion’ projects/initiatives, 1 best project/initiative in each category will be announced as the final winner of the WSIS Awards 2022 in the last week of next month, May.
Prime Minister Sheikh Hasina inaugurated the nationwide online land development tax payment system on September 8, 2021. On January 5, 2022, Land Minister Saifuzzaman Chowdhury inaugurated Land Development Taxes Payment by calling 16122.
The people of Bangladesh largely depend on land for their livelihood, social norms, and economic activities. But unfortunately, most of the people here have to go to the Union Land Offices with great difficulties paying land tax. It costs them money and wastes their time. Also, they are often accused of being harassed. Because of these reasons, many people do not show interest in paying land tax on time. As a result, the government’s revenue is not being earned as desired.
The Ministry of Land has digitized the land tax payment system to ease their suffering and harassment and to radically change their attitude towards land tax payment in this milieu. Landowners from anywhere in the world can now pay land tax online. This system has reduced the time, cost, and visit of the citizens. People are gradually becoming more accustomed to the new system, which has increased transparency and reduced their inconvenience. Furthermore, automatically collected land tax has increased drastically, providing huge revenue for government budgeting.
In addition, the system of providing immediate digital receipt after payment of land taxes is also in process. Already 94 percent of the holding entries have been completed. It is expected that 100% of the landowners of the country will come under the online land development tax system soon.
