ভরাট হয়ে যাওয়া সরকারি জলমহাল পুনঃখনন ও সংস্কার করা হবে
(ঢাকা, মঙ্গলবার, ২৯ মার্চ ২০২২) দেশের বিভিন্ন জেলায় অবস্থিত ভরাট হয়ে যাওয়া সরকারি জলমহাল পুনঃখনন ও সংস্কারের উদ্যোগ গ্রহণের জন্য সংশ্লিষ্ট কর্মকর্তাদের নির্দেশ প্রদান করেছেন ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী।
আজ মঙ্গলবার সচিবালয়ে ভূমি মন্ত্রণালয়ের সম্মেলন কক্ষে অনুষ্ঠিত সরকারি জলমহাল ইজারা প্রদান সংক্রান্ত কমিটির ৬৮তম সভায় সভাপতিত্ব করার সময় ভূমিমন্ত্রী এই নির্দেশ প্রদান করেন। এই সময় আরও উপস্থিত ছিলেন ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ এবং ভূমি মন্ত্রণালয়ের সায়রাত মহাল শাখার কর্মকর্তাবৃন্দ। ইজারার জন্য প্রস্তাবকৃত জলমহাল সংশ্লিষ্ট জেলার জেলা প্রশাসকবৃন্দ এসময় সভায় ভার্চুয়ালি সংযুক্ত ছিলেন।
ভূমিমন্ত্রী আরও বলেন, ভরাট হয়ে যাওয়া সরকারি জলমহাল পুনঃখনন ও সংস্কার করা গেলে দেশের গ্রামীণ অর্থনীতি ও পরিবেশের উপর ইতিবাচক প্রভাব পড়বে। তিনি বলেন, মৎস্য আহরণ বাড়াতে পারলে খাদ্য চাহিদা মেটানোর সাথে সাথে কর্মসংস্থানও সৃষ্টি হবে।
উল্লেখ্য, আজ সভায় দেশের বিভিন্ন জেলার প্রতিবেদনের ভিত্তিতে সংশ্লিষ্ট জেলায় অবস্থিত ১৩৭টি ২০ একরের ঊর্ধ্বে সরকারি জলমহালের ইজারা প্রস্তাব ৬ বছরের জন্য অনুমোদনের জন্য উত্থাপন হয়।
গত ২৪ ফেব্রুয়ারি ২০২২ ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী অনলাইনে জলমহালের আবেদন প্রক্রিয়া উদ্বোধন করেন। প্রচলিত পদ্ধতিতে জলমহাল ইজারার আবেদনে অনেক সময় জলমহাল ইজারা প্রক্রিয়ায় মধ্যস্বত্বভোগী ও দালালদের নানা অপকৌশলের কারণে প্রকৃত মৎস্যজীবীগণ নানা ধরণের সমস্যার সম্মুখীন হতেন। অনলাইনে জলমহালের আবেদন প্রক্রিয়া চালুর ফলে এখন আর সেই সুযোগ নেই। অনলাইনে জলমহাল আবেদন শুরুর পর জলমহাল সংশ্লিষ্ট অংশীজন থেকে কোনো ধরণের অভিযোগ আসেনি।
land.gov.bd ভূমিসেবা কাঠামো থেকে অথবা সরাসরি jm.lams.gov.bd ওয়েব পোর্টালে গিয়ে জলমহাল ইজারার জন্য আবেদন দাখিল করা যাচ্ছে। এছাড়া, জলমহাল ইজারার আবেদন অনলাইনে দাখিল এবং ইজারা প্রক্রিয়ার বিস্তারিত উপর্যুক্ত ওয়েবপোর্টাল থেকেই জানা যাচ্ছে।
‘উন্নয়ন প্রকল্পে’ ৬ বছরের জন্য ২০ একরের ঊর্ধ্বে সরকারি জলমহাল এবং বিশেষ ধরণের বিবিধ জলমহাল ইজারা আবেদন মন্ত্রণালয় পর্যায়ে ভূমিমন্ত্রীর সভাপতিত্বে ‘সরকারি জলমহাল ইজারা সংক্রান্ত কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়। ‘সাধারণ আবেদনে’ ৩ বছরের জন্য ২০ একরের ঊর্ধ্বে বদ্ধ সরকারি জলমহালের ইজারা আবেদন ‘জেলা জলমহাল ব্যবস্থাপনা কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়। ‘সাধারণ আবেদনে’ ৩ বছরের জন্য ২০ একর পর্যন্ত বদ্ধ জলমহালের ইজারা আবেদন ‘উপজেলা জলমহাল ব্যবস্থাপনা কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়।
প্রসঙ্গত, বিল, হাওর, বাওর, নিম্ন জলাভূমি ও নদ-নদীতে মৎস্য আহরণের এলাকাকে জলমহাল বলা হয়। এক হিসাবমতে ছোট-বড় মিলিয়ে দেশের জলমহালের সংখ্যা প্রায় ৩৮ হাজার। এসব ইজারা দিয়ে বছরে প্রায় শতকোটি টাকার রাজস্ব আদায় হয়। বেশ কয়েকটি জলমহাল ঐতিহ্যবাহী ও দর্শনীয় স্থান হিসেবে ইজারাবিহীন রাখা হয়েছে যেমন দিনাজপুরের রামসাগর, সিরাজগঞ্জের হুরাসাগর ইত্যাদি। মাছ সংগ্রহের অভয়াশ্রম ঘোষিত জলমহালের মধ্যে উল্লেখযোগ্য সুনামগঞ্জের টাংগুয়ার হাওড়, মৌলভীবাজারের হাকালুকি হাওড় ইত্যাদি।
//Earth-filled/dried up government Jalmahals to be re-excavated and renovated//
Land Minister Saifuzzaman Chowdhury has directed the concerned officials to take an initiative to re-excavate and renovate the earth-filled or dried up government Jalmahals (waterbodies) in different districts of the country.
The land minister has given the directive while presiding over the 68th meeting of the committee on leasing of government Jalmahal held at the conference room of the land ministry at the secretariat today, on Tuesday. Md Mustafizur Rahman PAA and officials of the Land Ministry’s Sairat Mahal wing were also present at the meeting. The Deputy Commissioners of the districts concerned with the proposed Jalmahal lease were virtually connected to the meeting at that time.
The land minister further said that re-excavation and renovation of the government Jalmahals would have a positive impact on the rural economy and environment of the country. He said that increasing fisheries will meet food demand as well as create employment.
It is to be noted that, the 6 years lease proposal of the 137 government Jalmahals over 20 acres located in the concerned districts were discussed for approval based on the reports of different districts of the country.
On February 24, 2022, Land Minister Saifuzzaman Chowdhury inaugurated the online Jalmahal application process. The bona fide fishermen used to face various problems because of various tactics of the middlemen and brokers in the Jalmahal leasing process. Now there is no such opportunity. No complaints were received from any stakeholders after the online Jalmahal application was started.
Now the application for the Jalmahal lease can be filed from the land.gov.bd land service platform or directly from the jm.lams.gov.bd web portal. Apart from this, the application process for the Jalmahal lease and the details of the lease process could be known from the above web portal.
It is to be noted that in the ‘Development Project’ lease applications for government Jalmahal and special types of Jalmahal of above 20 acres for 6 years are presented and approved at the meeting of the ‘government Jalmahal lease committee’ chaired by the land minister at the ministry level. In the ‘General Application’, the lease application of the government Jalmahal of ‘above 20 acres for 3 years are presented and approved in the meeting of the District Jalmahal Management Committee. In the ‘General Application’, the lease application of the government Jalmahals of above 20 acres for 3 years are presented and approved in the meeting of ‘Upazila Jalmahal Management Committee’.
Apropos to the matter, the area of fishing in Beel, Haor, Baor, low-lying wetlands, and rivers is called Jalmahal (water bodies). According to one estimate, the number of water bodies in the country, big and small, is about 38,000. These leases generate a revenue of about Taka 100 crore a year. A number of Jalmahals have been kept non-leased as traditional and sightseeing places such as Ramsagar in Dinajpur, Hurasagar in Sirajganj. Notable water bodies, which are declared as the fishing sanctuaries, are Tanguar Haor in Sunamganj, Hakaluki Haor in Moulvibazar, etc.
