টেকসই ভূমি ব্যবস্থাপনার উপর ভূমিমন্ত্রীর জোর
ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী বলেছেন প্রধানমন্ত্রীর সার্বিক দিকনির্দেশনায় ভূমি মন্ত্রণালয় ডিজিটাল সেবা প্রবর্তন এবং আইন ও বিধি-বিধান সংশোধন করে টেকসই ভূমি ব্যবস্থাপনা স্থাপনে জোর দিচ্ছে। এই টেকসই ভূমি ব্যবস্থায় সঠিক দলিলাদি ছাড়া কেউ কোনো জমি দখল করে রাখতে পারবেনা। এর ফলে অবৈধ দখলদাররা ভূমি দস্যুতার সুযোগ পাবেনা।
আজ বৃহস্পতিবার রাজধানীর তেজগাওয়ের ভূমি ভবনে অনুষ্ঠিত ‘বার্তা, দাপ্তরিক স্মৃতিকোষ এবং অনলাইনে জলমহালের আবেদন প্রক্রিয়া’র উদ্বোধনী অনুষ্ঠানে প্রধান অতিথির বক্তব্যে ভূমিমন্ত্রী এই কথা বলেন। এসময় সভাপতি হিসেবে উপস্থিত ছিলেন ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ এবং বিশেষ অতিথি হিসেবে ছিলেন মৎস্য অধিদপ্তরের মহাপরিচালক খন্দকার মাহবুবুল হক।
সাইফুজ্জামান চৌধুরী আরও বলেন, পর্যায়ক্রমে সরকারের সব সায়রাত মহালের সম্পদ ব্যবস্থাপনা ডিজিটালাইজেশনের আওতায় চলে আসবে। ইতোমধ্যে ৭৬ শতাংশ সরকারি ভূ-সম্পদ, খাস জমি ও সায়রাত মহালের তপশিল ভূমি তথ্য ব্যাংকে আপলোড করা হয়েছে।
ভূমি তথ্য ব্যাংক চালু হয়ে গেলে সংশ্লিষ্ট প্রকৃত পেশাজীবী ও ব্যবসায়ীদের কাছে স্বচ্ছতা ও দক্ষতার সাথে সরকারি সম্পদ ইজারা দেওয়া সম্ভব হবে। এতে সরকারের রাজস্ব আয় বহুগুণে বৃদ্ধি পাবে – ভূমিমন্ত্রী মত প্রকাশ করেন।
ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ বলেন ইতোমধ্যে অটোমেটেড চালান সিস্টেমের সাথে ইন্টিগ্রেডেট করে ভূ-সম্পদ ইজারা ব্যবস্থার জন্য অর্থ গ্রহণের সিস্টেম স্থাপন করার পরিকল্পনা গ্রহণ করা হয়েছে। তখন পেমেন্ট গ্রহণের জন্য ব্যাংক ড্রাফট গ্রহণের প্রয়োজন হবেনা। এরফলে ভবিষ্যতে ইজারাগ্রহীতাদের আর ব্যাংকে যেতে হবেনা।
ভূমি সচিব আরও জানান, প্রচলিত পদ্ধতিতে জলমহাল ইজারার আবেদনে অনেক সময় জলমহাল ইজারা প্রক্রিয়ায় মধ্যস্বত্বভোগী ও দালালদের নানা অপকৌশলের কারণে প্রকৃত মৎস্যজীবীগণ নানা ধরণের সমস্যার সম্মুখীন হতেন। এখন আর সেই সুযোগ নেই। ভূমি সচিব জানান পরীক্ষামূলক ভাবে অনলাইনে জলমহাল আবেদন শুরুর পর কোনো ধরণের অভিযোগ আসেনি।
মৎস্য অধিদপ্তরের মহাপরিচালক খন্দকার মাহবুবুল হক বলেন অনলাইনে জলমহাল আবেদন ব্যবস্থার কারণে প্রকৃত মৎস্যজীবীরা প্রতিযোগিতায় অংশ নিয়ে জলমহাল ইজারা গ্রহণ করতে পারবেন। তিনি আরও জানান ইতোমধ্যে সারা দেশে ১৪ লক্ষের অধিক মৎস্যজীবীর রেজিস্ট্রেশন সম্পন্ন হয়েছে।
ভূমিমন্ত্রী আজকের উদ্বোধনী অনুষ্ঠানে ভূমি মন্ত্রণালয়ের আওতাভুক্ত কর্মকর্তা-কর্মচারীকে ‘বার্তা’ অ্যাপের মাধ্যমে শুভেচ্ছা পাঠান। এছাড়া, একটি মৎস্যজীবী সমবায় সমিতির সভাপতি অনুষ্ঠানস্থলে অনলাইনে জলমহাল আবেদন করেন। অনুষ্ঠানে ‘দাপ্তরিক স্মৃতি কোষ’-এর উপর একটি সচিত্র উপস্থাপনা করেন ভূমি মন্ত্রণালয়ের ভূমিসেবা

অনুষ্ঠান শেষে সাংবাদিকদের এক প্রশ্নের জবাবে ভূমিমন্ত্রী বলেন তৃতীয় লিঙ্গের মানুষের সম্পত্তির উত্তরাধিকারের ব্যাপারটি আইনের আওতায় নিয়ে আসলে তাঁরা আইনি কাঠামোর মধ্যে তারা তাদের সমস্যার প্রতিকার পেতে পারবেন।
ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সদস্য উম্মে ফাতেমা নাজমা বেগম এমপি, ভূমি সংস্কার বোর্ডের চেয়ারম্যান সোলেমান খান সহ ভূমি মন্ত্রণালয় ও এর আওতাভুক্ত দপ্তর-সংস্থা, মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয় এবং মৎস্য অধিদপ্তরের বিভিন্ন পর্যায়ের কর্মকর্তাবৃন্দ অনুষ্ঠানে উপস্থিত ছিলেন।
অনলাইনে জলমহাল ইজারার আবেদনমন্ত্রণালয় পর্যায়ে অনলাইনে প্রাপ্ত আবেদনে জলমহাল ইজারা প্রদান শুরু:
গত ১৫ নভেম্বর ২০২১ তারিখে জারিকরা এক পরিপত্রের মাধ্যমে ভূমি মন্ত্রণালয় উন্নয়ন প্রকল্পে মন্ত্রণালয় পর্যায়ে জলমহাল ইজারার আবেদন অনলাইনে দাখিলের সুবিধা পরীক্ষামূলকভাবে চালু করে।
এছাড়া, গত ১০ ফেব্রুয়ারি ২০২২ তারিখ একটি প্রজ্ঞাপনের মাধ্যমে সাধারণ আবেদনে জেলা ও উপজেলা থেকে জলমহাল ইজারা প্রাপ্তির লক্ষ্যে সরকারি জলমহাল ব্যবস্থাপনা নীতি, ২০০৯ অনুযায়ী নিবন্ধিত ও প্রকৃত মৎস্যজীবী সমবায় সমিতি কর্তৃক অনলাইনে ইজারার আবেদন দাখিলের ব্যবস্থা প্রবর্তনের সিদ্ধান্ত গৃহীত হয়।
land.gov.bd ভূমিসেবা কাঠামো থেকে অথবা সরাসরি jm.lams.gov.bd ওয়েব পোর্টালে গিয়ে জলমহাল ইজারার জন্য আবেদন দাখিল করা যাচ্ছে। এছাড়া, জলমহাল ইজারার আবেদন অনলাইনে দাখিল এবং ইজারা প্রক্রিয়ার বিস্তারিত উপর্যুক্ত ওয়েবপোর্টাল থেকেই জানা যাচ্ছে।
উল্লেখ্য, ‘উন্নয়ন প্রকল্পে’ ৬ বছরের জন্য ২০ একরের ঊর্ধ্বে সরকারি জলমহাল এবং বিশেষ ধরণের বিবিধ জলমহাল ইজারা আবেদন মন্ত্রণালয় পর্যায়ে ভূমিমন্ত্রীর সভাপতিত্বে ‘সরকারি জলমহাল ইজারা সংক্রান্ত কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়। ‘সাধারণ আবেদনে’ ৩ বছরের জন্য ২০ একরের ঊর্ধ্বে বদ্ধ সরকারি জলমহালের ইজারা আবেদন ‘জেলা জলমহাল ব্যবস্থাপনা কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়। ‘সাধারণ আবেদনে’ ৩ বছরের জন্য ২০ একর পর্যন্ত বদ্ধ জলমহালের ইজারা আবেদন ‘উপজেলা জলমহাল ব্যবস্থাপনা কমিটি’র সভায় উপস্থাপন ও অনুমোদন হয়।
দাপ্তরিক স্মৃতি কোষ:
দাপ্তরিক স্মৃতি কোষ হচ্ছে ভূমি সংশ্লিষ্ট সকলের অভিজ্ঞতার ডিজিটাল আর্কাইভ।
কোনও অনুষ্ঠান বাস্তবায়নের অভিজ্ঞতা সংরক্ষণ, কেউ অবসরে/বদলি লেও তার অভিজ্ঞতার স্থায়ী সংরক্ষণ, এবং প্রাতিষ্ঠানিক জ্ঞান থেকে সংশ্লিষ্ট সকলের লাভবান হবার সুযোগ থাকবে এতে।
বার্তা অ্যাপ:
ভূমি মন্ত্রণালয়ের আওতাভুক্ত কর্মকর্তা-কর্মচারীদের তথ্য আদান প্রদানের অ্যাপ হচ্ছে ‘বার্তা’। তাৎক্ষণিক ভয়েস/টেক্সট আদান প্রদানের সুযোগ, ভূমি মন্ত্রণালয়ের দপ্তর সংস্থার মধ্যে আন্তঃযোগাযোগ, এবং তাৎক্ষনিক কেন্দ্রীয়/বিভাগভিত্তিক বা জেলাভিত্তিক প্রতিবেদন তৈরির সুযোগ আছে।

//Land Minister emphasizes on sustainable land management//
(Dhaka, Thursday, 24 February 2022) Land Minister Saifuzzaman Chowdhury said that under the direction of the Prime Minister, the Ministry of Land is emphasizing the establishment of sustainable land management by introducing digital services and amending the laws and regulations. In a sustainable land system, no one can occupy any land without proper documents. As a result, illegal occupants will not get a chance to grab land.
He was speaking as the chief guest at the inaugural function of ‘Barta (Message), Institutional Memory System and Online Jalmahal Lease Application Process’ held at Bhumi Bhaban in Tejgaon on Thursday. Land Secretary Md. Mustafizur Rahman PAA was present as the chair and Director General of the Department of Fisheries Khandaker Mahbubul Haque was the special guest.
Saifuzzaman Chowdhury further said that the land asset management of all the Sairat Mahals of the government will gradually come under digitalization. In the meantime, 78 percent of government land assets, Khas lands, and Sairat Mahal schedule have been uploaded to the land information bank.
Once the Land Information Bank is fully operational, it will be possible to lease government resources to the concerned professionals and businessmen with transparency and efficiency. This will increase the revenue of the government manifold – said the land minister.
The land secretary said plans have already been made to set up a payment system for land property leasing by integrating it with an automated invoicing system. Then there will be no need to receive a bank draft for payment. As a result, future leaseholders will no longer have to go to the bank.
The land secretary further said that the bona fide fishermen used to face various problems because of various tactics of the middlemen and brokers in the Jalmahal leasing process. Now there is no such opportunity. The land secretary said no complaints were received after the online Jalmahal application was experimentally started.
DG of the Fisheries Department, said that due to the online Jalmahal application system, genuine fishermen will be able to get Jalmahal lease by taking part in the competition. He added that more than 1.4 million fishermen have already been registered across the country.
At today’s inaugural function, the Lands Minister sent greetings to all Ministry of Land officials by ‘Barta’ app. In addition, the president of a fisheries co-operative society applied for Jalmahal online at the venue. The Land service digitization monitoring cell chief Dr. Jahid Hossain Panir, PAA gave a presentation on Institutional Memory System.
Replying to a question from reporters after the event, the land minister said that if the issue of inheritance of the property of third gender people is brought under the purview of the law, they will be able to get redressal of their problem within the legal framework.
Member of Parliamentary Standing Committee on Land Ministry Umme Fatema Nazma Begum, Land Reform Board Chairman Soleman Khan along with officials from various levels of Ministry of Land and its affiliated offices and agencies, Ministry of Fisheries and Livestock and Department of Fisheries were present on the event.
Online Jalmahal Lease Application Process
The Land Ministry had launched the facility of online facility of Jalmahal lease applications for the ministry level through a circular issued on November 15, 2021.
It was decided to launch an online lease application to registered and bona fide fisheries co-operative societies following Government Jalmahal Management Policy, 2009 for obtaining Jalmahal lease from Districts and Upazilas in the general application through a notification on February 10, 2022.
It is to be noted that in the ‘Development Project’ lease applications for government Jalmahal and special types of Jalmahal of above 20 acres for 6 years are presented and approved at the meeting of the ‘government Jalmahal lease committee’ chaired by the land minister at the ministry level. In the ‘General Application’, the lease application of the government Jalmahal of ‘above 20 acres for 3 years are presented and approved in the meeting of the District Jalmahal Management Committee. In the ‘General Application’, the lease application of the government Jalmahals of above 20 acres for 3 years are presented and approved in the meeting of ‘Upazila Jalmahal Management Committee’.

The Institutional Memory System is a digital archive of the experiences of all those involved in the land.
It will preserve the experience of implementing an event, permanently preserve the experience of someone retiring/transferring, and all will have the opportunity to be benefitted from the institutional knowledge.
Barta app:
‘Barta’ is an information exchange/messageing app for the officers and employees under the Ministry of Land. Salient features of this app are instant voice/text exchanging, interaction among the agencies of the Ministry of Land, instantaneous Central/ Divisional or District reports creating.
