অনলাইনে ভূমি উন্নয়ন কর ব্যবস্থা দুর্নীতি প্রতিরোধে গুরুত্বপূর্ণ ভূমিকা রাখছে – ভূমি সচিব//

(ঢাকা, রবিবার, ২১ আগস্ট, ২০২২) ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ বলেছেন অনলাইনে ভূমি উন্নয়ন কর (এলডি ট্যাক্স/ জমির খাজনা) ব্যবস্থা ভূমি সেক্টরে দুর্নীতি প্রতিরোধে গুরুত্বপূর্ণ ভূমিকা রাখছে। অনলাইনে ভূমি উন্নয়ন কর দেওয়ার পর দাখিলা (রশিদ) সংগ্রহ করতে গিয়ে এখন দুর্ভোগ পোহাতে হচ্ছে না জনগণের। অনলাইনে এলডি ট্যাক্স দেওয়ার সাথে সাথে অনলাইনেই দাখিলা পাওয়া যাচ্ছে।
আজ রোববার সচিবালয়ে ভূমি মন্ত্রণালয়ের সম্মেলন কক্ষে বিভাগীয় কমিশনারদের সাথে সমন্বয় সভায় সভাপতিত্ব করার সময় ভূমি সচিব মোঃ মোস্তাফিজুর রহমান পিএএ এই কথা বলেন।
মোস্তাফিজুর রহমান বলেন, বাংলাদেশ সরকারের অর্থায়নে সম্প্রতি পটুয়াখালীতে পাইলটিং শুরু হওয়া বাংলাদেশ ডিজিটাল সার্ভে (বিডিএস) বাংলাদেশের ভূমি ব্যবস্থাপনায় এক বৈপ্লবিক পরিবর্তন আনবে। এই জরিপে যেমন সময় কম লাগবে, তেমনি দুর্নীতির সম্ভাবনাও কমবে। ডিজিটাল ম্যাপ প্রস্তুত করার পর খসড়া খতিয়ান প্রস্তুত ও প্রদানের কাজও ডিজিটাল পদ্ধতিতে সম্পন্ন করা হবে। বিডিএস-এ প্রস্তুত করা মানচিত্রের সবচেয়ে উল্লেখযোগ্য দিক হল স্মার্ট ম্যাপ, যেখান থেকে ম্যাপে ক্লিক করেই সংশ্লিষ্ট প্লটের মালিকানার তথ্য পাওয়া যাবে। “আমি বিশ্বাস করি বিডিএস বাংলাদেশে জমি সংক্রান্ত মামলা ৬০ শতাংশ কমিয়ে দেবে”- তিনি এসময় যোগ করেন।
ভূমি সচিব স্থানীয় পর্যায়ে অনলাইনে ভূমি উন্নয়ন কর প্রদানে উৎসাহিত করার জন্য প্রয়োজনীয় ব্যবস্থা গ্রহণের জন্য বিভাগীয় কমিশনারদের আহ্বান জানান। এছাড়াও, ই-নামজারি আবেদনের সময় সরকারের কাছে সংরক্ষিত দলিলাদি/কাগজ-পত্রাদি পুনরায় যেন আবেদনকারী থেকে চাওয়া না হয় সে ব্যাপারে দৃঢ় পদক্ষেপ নিতে বিভাগীয় কমিশনারদের নির্দেশ প্রদান করেন সচিব। তিনি মাঠ পর্যায়ের ভূমি অফিসের কার্যক্রমের অগ্রগতি পর্যবেক্ষণের জন্য রিপোর্টিং ড্যাশবোর্ড নিয়মিত পর্যালোচনা করার অনুরোধ জানান।
সম্মেলনে প্রদর্শিত এক সচিত্র প্রদর্শনিতে (PowerPoint presentation) দেখা যায় ভূমি মন্ত্রণালয়ের সর্বশেষ পর্যালোচনা অনুযায়ী, অনলাইনে ভূমি উন্নয়ন কর আদায়ে ঢাকা বিভাগ, কম সময়ে ই-নামজারি নিষ্পত্তিতে রংপুর বিভাগ এবং ডাকযোগে খতিয়ান ও ম্যাপ সরবরাহে খুলনা বিভাগ অন্যান্য বিভাগের চেয়ে এগিয়ে আছে। ভূমি সচিব আশা প্রকাশ করেন অন্যান্য বিভাগও বিভিন্ন ভূমি সেবা প্রদানে দ্রুত অগ্রগতি লাভ করবে।
আজ প্রতিটি বিভাগে প্রাথমিকভাবে একটি ভূমিসেবা কিয়স্ক (kiosk) সরবরাহের ঘোষণা দেন ভূমিসচিব। কিয়স্ক বিভিন্ন জনবহুল এলাকা যেমন স্টেশন, বিপণী-বিতান, অফিস কমপ্লেক্স ইত্যাদি জায়গায় স্থাপন করা হবে। নাগরিক প্রয়োজনীয় ফি এর বিনিময়ে প্রয়োজনীয় আবেদন ও জমির খতিয়ান প্রিন্ট করতে পারবেন।
অনলাইনে ভূমি উন্নয়ন কর, ডিজিটাল রেকর্ড রুম, আন্ত জেলা ভূমি বিরোধ, ভূমি অফিস নির্মাণ, জনবল নিয়োগ সহ প্রভৃতি ভূমি বিষয়ক বিষয় নিয়ে আলোচনা হয় সমন্বয় সভায়।
ভূমি আপীল বোর্ডের চেয়ারম্যান ড. অমিতাভ সরকার, ভূমি সংস্কার বোর্ডের চেয়ারম্যান সোলেমান খান, ভূমি রেকর্ড ও জরিপ অধিদপ্তরের মহাপরিচালক মোঃ মোয়াজ্জেম হোসেন-সহ বাংলাদেশের সকল বিভাগীয় কমিশনার ও ভূমি মন্ত্রণালয়ের অতিরিক্ত সচিববৃন্দ সভায় উপস্থিত ছিলেন।

Land Secretary Md. Mustafizur Rahman, PAA said that the online land development tax system is playing a significant role in preventing corruption in the land sector. Now people are not suffering while collecting receipts (Dakhila) after paying land development tax online. Receipts can be collected online right away after paying LD tax online.
The land secretary said this while presiding over a coordination meeting with the Divisional Commissioners in the conference room of the land ministry at the secretariat on Sunday, today.
Mustafizur Rahman said that Bangladesh Digital Survey (BDS), which has recently been piloted in Patuakhali with the funding of the Bangladesh government, will bring a revolutionary change to the land management of Bangladesh. As this survey will take less time, the chances of corruption will also decrease. Preparation and issuance of draft Record of Rights (ROR) will also be completed digitally after preparation of the digital map. The most significant aspect of the map prepared in BDS is the Smart Map, from which the ownership information of the respective plot can be obtained by clicking on the map. “I believe BDS will reduce 60 percent land related cases in the country” – he added.
The Land Secretary called upon the Divisional Commissioners to take necessary measures to encourage payment of land development tax online at the local level. Besides, the secretary directed the Divisional Commissioners to take firm action to ensure that the documents/papers which are already in the government repository at the time of e-Mutation application are not demanded from the applicant again. He also requested to review the reporting dashboard regularly to monitor the progress of the activities of the field level land offices.
A presentation (PowerPoint presentation) at the conference shows that according to the latest review of the Ministry of Land, Dhaka Division is ahead of other divisions in collecting online land development tax, Rangpur Division in e-Mutation settlement in the shortest time, and Khulna Division in delivery of ROR and map by post. The land secretary hoped other divisions will also make rapid progress in providing various land services.
The Land Secretary announced today to provide a land service kiosk initially in each division. Land service kiosks will be set up in various populated areas such as stations, shops, office complexes, etc. Citizens will be able to print the required application and land record of rights by paying a fee.
Land issues such as online land development tax, e-Mutation, Digital record room, Inter-district land disputes, Construction of land offices, Manpower recruitment, etc. were discussed in the coordination meeting.
Land Appeal Board Chairman Dr. Amitabh Sarkar, Land Reform Board Chairman Soleman Khan, Director General of Land Records and Survey Department Md. Moyazzem Hossain, all the Divisional Commissioners of Bangladesh, and Additional Secretaries of the Ministry of Land attended the meeting.
