দলিল লেখক সনদপ্রাপ্তির যোগ্যতা
দলিল লেখক বলতে বুঝায় এমন ব্যক্তিকে যিনি সরকারি সনদপত্র গ্রহণ পূর্বক রেজিস্ট্রি অফিসে জনগনের পক্ষে দলিল মুসাবিদা করেন অথবা লিখে দেন। এটি কোন সরকারি চাকুরি নয় কিংবা দলিল লেখকগণ সরকারি চাকুরীজীবি নন।
দলিল লেখার সাধারণ নিয়ম কানুন জানার পর সংশ্লিষ্ট জেলার জেলা রেজিস্ট্রার কর্তৃক সনদপত্র গ্রহন করে জনগণের প্রয়োজনে এবং তাদের নিকট থেকে গৃহীত পারিশ্রমিকের বিনিময়ে দলিল লেখকগণ দলিল লেখাসহ বিভিন্ন কাজ করে থাকেন।
দলিল লেখক সনদলাভের যোগ্যতা
দলিল লেখক (সনদ) বিধিমালা, ২০১৪ এর ২ (১) নং অনুচ্ছেদ অনুসারে দলিল লেখক সনদ লাভের যোগ্যতা নিম্নরুপঃ
- সংশ্লিষ্ট জেলার যে কোন ব্যক্তি, অগ্রাধিকারের ভিত্তিতে সাব-রেজিস্ট্রারের কার্যালয়ের এলাকার আওতাভুক্ত,
- যাহার বয়স ২১ বৎসরের কম নহে;
- যিনি স্বীকৃত কোন বোর্ড হইতে এস.এস.সি বা সমমানের পরীক্ষায় উর্ত্তীর্ণ হইয়াছেন;
- যিনি এলাকার প্রচলিত স্থানীয় ভাষায় দলিলের ভাল মুসাবিদা করিতে পারেন;
- যাহার হাতের লেখা সুন্দর;
- ১৮৮২ সনের ভূমি হস্তান্তর আইন, ১৯৫০ সনের রাষ্ট্রীয় অধিগ্রহণ ও প্রজাস্বত্ব আইন, ১৮৯৯ সনের স্ট্যাম্প আইন এবং ১৯০৮ সনের নিবন্ধন আইন ইত্যাদির গুরুত্বপূর্ণ ধারাসমূহ সম্বন্ধে যাহার ব্যবহারিক জ্ঞান আছে এবং যাহার আচরণ ভাল;
- এবং যিনি সচ্চরিত্রের অধিকারী, তিনি নিবন্ধন আইন, ১৯০৮ এর ৮০জি ধারা অনুযায়ী দলিল লেখার সনদের জন্য জেলা রেজিস্ট্রার বরাবর আবেদন করতে পারেন।
A document writer is a person who draws or writes a document on behalf of the people in the registry office after receiving a government certificate. This is not a government job or the document writers are not government employees.
After knowing the general rules and regulations of document writing, the document registrar performs various tasks including document writing for the needs of the people and in return for the fee received from them by obtaining a certificate from the district registrar of the district concerned.
Eligibility for Document Writer Certificate
Eligibility for Document Writer Certificate as per Section 2 (1) of Document Writer (Certificate) Rules, 2014 is as under:
Any person of the district concerned, preferably under the office area of the Sub-Registrar who is not less than 21 years of age; who has passed the SSC or equivalent examination from a recognized board; > Who can make good drafts of documents in the local vernacular of the area; whose handwriting is beautiful; 182 Land Transfer Act, 1950 State Acquisition and Tenancy Act, 1899 Stamp Act Anyone who has practical knowledge of the important sections of the Registration Act, 1906, etc., and who is well behaved, and who is entitled to chastity, can apply to the District Registrar for a certificate of writing under Section 80G of the Registration Act, 1906.
