বাংলাদেশ ডিজিটাল সার্ভের পর আর কোনো জরিপের প্রয়োজন নেই – ভূমিমন্ত্রী
১৬১২২ নম্বরে ফোন করলেই মিলবে জমির খতিয়ান ও ম্যাপ
(ঢাকা, বুধবার, ০৫ জানুয়ারি ২০২২) পটুয়াখালী ও বরগুনায় শুরু হতে যাওয়া ‘বাংলাদেশ ডিজিটাল সার্ভে’ বাংলাদেশের সর্বশেষ ভূমি জরিপ হবে বলে ভূমিমন্ত্রী আশা প্রকাশ করেন।
ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী আজ সকালে রাজধানীর তেজগাঁওয়ে অবস্থিত ভূমি ভবন মিলনায়তনে ডাকযোগে ভূমিসেবা, ভূমিসেবায় ডিজিটাল পেমেন্ট এবং কল সেন্টারের মাধ্যমে ভূমিসেবা-এর উদ্বোধন করেন।
এখন থেকে ১৬১২২ নম্বরে ফোন করেই খতিয়ান ও ম্যাপের আবেদন করতে পারবেন ভূমি মালিক। এছাড়া জমির মালিক খতিয়ান ও নামজারি ফি এবং ভূমি উন্নয়ন কর অনলাইনে প্রদান করতে পারবে। সেই সাথে ডাকযোগে খতিয়ান (পর্চা)/জমির ম্যাপ নিজ ঠিকানায় নিতে পারবেন।
আজকের উদ্বোধনকৃত সেবামূহের ফলে সংশ্লিষ্ট সরকারি কর্মচারী কর্তৃক ক্ষমতার অপব্যবহারের সুযোগ হ্রাস পাবে এবং ই-পর্চা, ই-রেজিস্ট্রেশন, এলডি ট্যাক্স সিস্টেম, ভার্চুয়াল শুনানি সিস্টেমের সাথে ইন্টিগ্রেশন হবে। এছাড়া, মোবাইল ফিন্যান্সিয়াল সার্ভিসের মাধ্যমে সরকারি কোষাগারে তাৎক্ষনিক ফি জমা প্রদান করার সুযোগ এবং ভূমি অফিসে না গিয়েই অনলাইনে ডিসিআর সংগ্রহ করার সুযোগ সৃষ্টি হলো নাগরিকের। এতে মানুষের অর্থ-খরচ ও ভোগান্তি অনেকাংশে লাঘব পাবে।
উদ্বোধনী অনুষ্ঠানে বিশেষ অতিথি হিসেবে আরও উপস্থিত ছিলেন ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মকবুল হোসেন, এমপি, ডাক ও টেলিযোগাযোগ বিভাগের সচিব মোঃ খলিলুর রহমান। সম্মানীয় অতিথি ছিলেন ভূমি ব্যবস্থাপনা অটোমেশন প্রকল্পের Land Management Domain Specialist সাবেক মুখ্য সচিব মোঃ আবুল কালাম আজাদ ভূমি মন্ত্রণালয়ের সচিব মোঃ মোস্তাফিজুর রহমান পিএএ উদ্বোধনী অনুষ্ঠানে সভাপতিত্ব করেন।
ভূমিমন্ত্রী এসময় তাঁর বক্তব্যে বলেন পুরো ভূমি ব্যবস্থাপনা ডিজিটালাইজেশন হবার সাথে সাথে সারা দেশে ‘বাংলাদেশ ডিজিটাল সার্ভে’ সম্পন্ন হয়ে গেলে নতুন ভূমি কিংবা জেগে ওঠা চর ছাড়া পরবর্তীতে আর ভূমি জরিপের (জরিপ বলতে এখানে ক্যাডাস্ট্রাল জরিপ/ Cadastral Survey) প্রয়োজন হবেনা। ভূমি হাত বদলে স্বয়ংক্রিয়ভাবে খতিয়ান ও ম্যাপ প্রস্তুত হয়ে যাবে, ফলে যুগযুগ ধরে জরিপের হয়রানি থেকে দেশের মানুষ রক্ষা পাবে।
মাননীয় প্রধানমন্ত্রীর নেতৃত্বে ভূমি মন্ত্রণালয় জাতিসংঘ জনসেবা পদক পেয়েছে উল্লেখ করে ভূমিমন্ত্রী বলেন এতে প্রমাণিত হয়েছে ভূমি মন্ত্রণালয় আজ সরকারের অন্যতম উন্নয়ন ও গতিশীল মন্ত্রণালয়।
প্রধানমন্ত্রী তাঁকে একটি গুরুত্বপূর্ণ দায়িত্ব দিয়েছেন উল্লেখ করে ভূমিমন্ত্রী আরও বলেন দেশের ভাবমূর্তি উজ্জ্বল ও মানুষকে সেবা করার ব্রত নিয়ে তিনি কাজ করার চেষ্টা করছেন। তিনি বলেন, ভূমি মানুষের জীবনের সাথে ওতপ্রোতভাবে জড়িত। ভূমিসেবা মানুষের দোরগোড়ায় পৌঁছতে পারাই তাঁর উদ্দেশ্য।
ভূমিসেবা ডিজিটালাইজেশন ছাড়াও আইন ও বিধি সংশোধন হচ্ছে বলে এসময় জানান ভূমিমন্ত্রী। তিনি আরও জানান হাট ও বাজার আইনের আওতায় ভূমিগুলোতে স্থানীয় পৌরসভার সাথে যৌথভাবে উন্নয়ন কাজ করা হবে।
ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি বলেন তিনি উপলব্ধি করছেন ২০০৯ সালের সালের ভূমি সংস্কার বিষয়ক বর্তমান সরকারের অঙ্গীকার বাস্তবায়ন করছে ভূমি মন্ত্রণালয়।
ভূমিসচিব জানান, ইতোমধ্যে ৩ কোটি ৪০ লক্ষ হোল্ডিং এন্ট্রি হয়ে গিয়েছে। প্রায় দেড় কোটি মানুষ অনলাইনে রেজিস্ট্রেশন করেছে ১২ কোটি টাকা ভূমি উন্নয়ন কর হিসেবে আদায়। ১ লক্ষ ৩৯ হাজার মৌজা ম্যাপ ডিজিটালাইজেশন উদ্যোগ নেওয়া হয়েছে। এছাড়া ৫ কোটি ১২ লক্ষ ডাটা ডিজিটাল রেকর্ড ম্যানেজমেন্ট সিস্টেমে এন্ট্রি করা হয়েছে। ডিজিটাল মৌজা ম্যাপ ও মালিকানার তথ্য আত্তীকরণ করা হবে।
আজকের উদ্বোধনী অনুষ্ঠানস্থলে দুইজন নাগরিক সরাসরি ভূমি সেবা গ্রহণ করেন। একজন ১৬১২২ নম্বরে কল করে খতিয়ান এবং ইউডিসি-এর মাধ্যমে অপরজন জমির মৌজা ম্যাপের আবেদন করেন। অনুষ্ঠানে ভূমিসেবা ডিজিটালাইজেশনে ভূমি মন্ত্রণালয়ের পরিকল্পনার উপর-এর একটি সচিত্র উপস্থাপনা করেন ভূমি মন্ত্রণালয়ের ভূমিসেবা ডিজিটাইজেশন মনিটরিং সেলের প্রধান ড. মো: জাহিদ হোসেন পনির, পিএএ। বঙ্গবন্ধুর ভূমি সংস্কার বিষয়ক একটি তথ্যচিত্রও প্রদর্শিত হয় অনুষ্ঠানে।
উদ্বোধনী অনুষ্ঠানে অন্যান্যদের মধ্যে উপস্থিত ছিলেন সংসদ সদস্যবৃন্দ ও ভূমি মন্ত্রনালয় সম্পর্কিত স্থায়ী কমিটির সদস্যবৃন্দ, ভূমি মন্ত্রণালয় ও ডাক ও টেলিযোগাযোগ বিভাগ ও এর আওতাভুক্ত সংস্থা, ভূমি ডিজিটালাইজেশন কার্যক্রমের উন্নয়ন সহযোগীবৃন্দ, গণ্যমান্য ব্যক্তিবর্গ, গণমাধ্যমকর্মী সহ অন্যান্য সুধীবৃন্দ।

(Dhaka, Wednesday, 05 January 2022) The Land Minister hopes that the ‘Bangladesh Digital Survey’ to be launched in Patuakhali and Barguna will be the latest land survey in Bangladesh.
Land Minister Saifuzzaman Chowdhury inaugurated the land service through postal land service, digital payment on land service and call center at Bhumi Bhaban auditorium in Tejgaon this morning.
From now on, the land owner can apply for ledger and map by calling 16122. In addition, the land owner will be able to pay the khatian and namjari fee and land development tax online. At the same time you can take Khatian (pamphlet) / land map to your address by post.
The services launched today will reduce the chances of abuse of power by the concerned government employees and integrate with e-leaflets, e-registration, LD tax system, virtual hearing system. In addition, the opportunity to deposit instant fees in the government treasury through mobile financial services and the opportunity to collect DCR online without going to the land office has been created. This will greatly reduce the cost and suffering of the people.
Also present as special guests at the inaugural function were Maqbool Hossain, Chairman, Parliamentary Standing Committee on Land Ministry, Md. Khalilur Rahman, MP, Secretary, Department of Posts and Telecommunications. Former Chief Secretary of Land Management Domain Specialist of Land Management Automation Project Md. Abul Kalam Azad Secretary of Land Ministry Md. Mostafizur Rahman PAA presided over the inaugural function.
In his speech, the Land Minister said that with the complete digitalization of land management, once the ‘Bangladesh Digital Survey’ is completed across the country, there will be no need for new land survey or cadastral survey. Bookkeeping and maps will be prepared automatically by changing the land, so that the people of the country will be protected from the harassment of surveys for ages.
Mentioning that the Ministry of Land has received the UN Public Service Medal under the leadership of Hon’ble Prime Minister, the Land Minister said that it has proved that the Ministry of Land is one of the development and dynamic ministries of the government today.
Mentioning that the Prime Minister has given him an important responsibility, the Land Minister further said that he is trying to work with the vow of brightening the image of the country and serving the people. He said that land is deeply involved in human life. His aim is to reach the doorsteps of the people.
Apart from digitization of land services, laws and rules are being amended, said the land minister. He further said that under the Hat and Bazar Act, development work will be done in the lands jointly with the local municipality.
The chairman of the parliamentary standing committee on land ministry said he was aware that the land ministry was implementing the 2009 government’s commitment on land reform.
The land secretary said that 34 million holding entries have already been made. About 1.5 crore people have registered online to collect Tk 12 crore as land development tax. 1 lakh 39 thousand mouza map digitization initiatives have been taken. Besides, 5 crore 12 lakh data has been entered in the digital record management system. Digital mouza maps and proprietary information will be assimilated.
At today’s opening ceremony, two citizens received direct land services. One called 16122 and the other applied for land mouza map through Khatian and UDC. On the occasion, the head of the land service digitization monitoring cell of the land ministry, Dr. Md. Zahid Hossain Panir, PAA. A documentary on Bangabandhu’s land reform was also screened at the event.
The inaugural function was attended by Members of Parliament and members of the Standing Committee on the Ministry of Land, Ministry of Land and the Department of Posts and Telecommunications and its affiliated agencies, development partners of land digitization activities, dignitaries, media personnel and other dignitaries.
