বাসায় বসে মোবাইল অ্যাপ কিংবা ওয়েব প্ল্যাটফর্মে দৈনন্দিন ব্যবহার্য দ্রব্যাদি, বই কিংবা খাবারের অর্ডার দেওয়া থেকেও এখন সহজ জমির খতিয়ান (পর্চা) কিংবা ম্যাপ পাওয়া। খতিয়ান কিংবা ম্যাপ পেতে মোবাইল অ্যাপ কিংবা ওয়েব প্ল্যাটফর্মে ঢুকেও আবেদন করতে হবেনা; ডিজিটাল সার্ভিস গ্রহণে স্মার্ট ফোন থাকার বাধ্যবাধকতাও আর থাকছেনা সেজন্য।
যেকোনো ফোন থেকে শুধু ১৬১২২ নম্বরে ফোন করলেই হবে। ফোনের অপরপ্রান্ত থেকে ভূমিসেবা হটলাইন অপারেটরই গ্রাহকের হয়ে বাকি কাজ করে দিবে। ১৬১২২তে ফোন করে ৪ মিনিটেই খতিয়ান কিংবা মৌজা ম্যাপের আবেদন করা যাবে, দেওয়া যাবে এসবের ফিও। একইভাবে ভূমি উন্নয়ন করও পরিশোধ করা যাবে।
ডিজিটাল ফিন্যান্সিয়াল সার্ভিস যেমন নগদ, রকেট, বিকাশ, উপায় এবং যেকোনো ডেবিট কিংবা ক্রেডিট কার্ডের মাধ্যমে ফি দেওয়া যাবে।
এছাড়া, ১৬১২২ নম্বরে ফোন করা ছাড়াও জমির মালিক নিজেই আবেদন করতে পারেন https://land.gov.bd/ ভূমিসেবা ওয়েব প্ল্যাটফর্মে গিয়ে, মোবাইলের ভূমিসেবা অ্যাপ দিয়ে কিংবা ইউডিসি-এর সহায়তায়।
ঘরে বসেই ফোন করে যেভাবে জমির খতিয়ান কিংবা জমির ম্যাপ যেভাবে পাবেন: আবেদনকারী ১৬১২২ ফোন করে এনআইডি সহ জমির তথ্য প্রদান করার পর কল-সেন্টার আবেদনকারীর পক্ষে খতিয়ান কিংবা জমির ম্যাপের আবেদন দাখিল করবে। এরপর আবেদনকারী তাঁর মোবাইলে একটি টোকেন পাবেন। আবেদনকারী টোকেন নম্বরটি দিয়ে মোবাইলের মাধ্যমে ফি প্রদান করলে তিনি মোবাইলে আবেদনের আইডি ও ডেলিভারির তারিখ পাবেন। নির্দিষ্ট তারিখে বাংলাদেশ ডাকবিভাগের প্রতিনিধি আবেদনকারীর ঠিকানায় খতিয়ান তথা পর্চা কিংবা জমির ম্যাপ পৌঁছে দিবে।
এছাড়া ভার্চুয়াল রেকর্ডরুম থেকে যেকোনো সময় যেকোনো স্থান থেকে যেকোনো নাগরিক খতিয়ান (পর্চা) দেখতে পারবেন। সার্টিফাইড কপি কাউন্টার থেকে ডেলিভারির জন্য কোর্ট ফি ৫০ টাকা। ডাকযোগে নিজ ঠিকানায় খতিয়ান ডেলিভারির জন্য অতিরিক্ত ৪০টাকা দিতে হবে।
ঘরে বসেই ফোন করে যেভাবে ভূমি উন্নয়ন কর পরিশোধ করবেন: ভূমি উন্নয়ন কর পরিশোধ করার জন্য ১৬১২২ নম্বরে কল করে (কিংবা https://land.gov.bd/ থেকে) এনআইডি সহ জমির তথ্য প্রদান করে নিবন্ধন করতে হবে। নিবন্ধনের তথ্য পাওয়ার পর ইউনিয়ন ভূমি অফিস অনুমোদন দিলে হোল্ডিং এন্ট্রি শেষ হবে। হোল্ডিং নাম্বারের তথ্য আবেদনকারীকে এসএমএস-এর মাধ্যমে প্রেরণ করা হবে। অতঃপর নাগরিককে পুনরায় ১৬১২২ নম্বরে কল করে হোল্ডিং এর তথ্য প্রদান করতে হবে।
এরপর কলসেন্টার থেকে নাগরিকের মোবাইলে টোকেন নাম্বারের এসএমএস আসবে। মোবাইল ব্যাংকিং-এর পে-বিলের মাধ্যমে টোকেন নাম্বার দিয়ে ৭২ ঘণ্টার মধ্যে ভূমি মালিক তাঁর জমির ভূমি উন্নয়ন কর পরিশোধ করতে পারবেন। ভূমি উন্নয়ন কর পরিশোধের ৭২ ঘণ্টার মধ্যে ডিজিটাল দাখিলা নাগরিকের অ্যাকাউন্টে সংরক্ষিত হবে।
উল্লেখ্য, এসব সেবামূহের ফলে সংশ্লিষ্ট সরকারি কর্মচারী কর্তৃক ক্ষমতার অপব্যবহারের সুযোগ হ্রাস পাবে এবং ই-পর্চা, ই-রেজিস্ট্রেশন, এলডি ট্যাক্স সিস্টেম, ভার্চুয়াল শুনানি সিস্টেমের সাথে সংযোজন করা (ইন্টিগ্রেশন) হবে। এছাড়া, নাগরিকদের এখন মোবাইল ফিন্যান্সিয়াল সার্ভিসের মাধ্যমে তাৎক্ষনিক সরকারি কোষাগারে ফি জমা দেওয়ার এবং ভূমি অফিসে না গিয়ে অনলাইনে ডুপ্লিকেট কার্বন রসিদ (ডিসিআর) সংগ্রহ করার সুযোগ হয়েছে। এতে মানুষের অর্থ-খরচ ও ভোগান্তি অনেকাংশে লাঘব পাবে।
গত বুধবার, ৫ জানুয়ারি, ২০২২ তারিখে রাজধানীর তেজগাঁওয়ে অবস্থিত ভূমি ভবন মিলনায়তনে ভূমিমন্ত্রী সাইফুজ্জামান চৌধুরী কর্তৃক ডাকযোগে ভূমিসেবা, ভূমিসেবায় ডিজিটাল পেমেন্ট এবং কল সেন্টারের মাধ্যমে ভূমিসেবা উদ্বোধন করার মধ্যে দিয়ে উপর্যুক্ত ভূমিসেবা সমূহ চালু হয়।
উক্ত উদ্বোধনী অনুষ্ঠানে বিশেষ অতিথি হিসেবে আরও উপস্থিত ছিলেন ভূমি মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি মকবুল হোসেন, এমপি, ডাক ও টেলিযোগাযোগ বিভাগের সচিব মোঃ খলিলুর রহমান। সম্মানীয় অতিথি ছিলেন ভূমি ব্যবস্থাপনা অটোমেশন প্রকল্পের Land Management Domain Specialist সাবেক মুখ্য সচিব মোঃ আবুল কালাম আজাদ। ভূমি মন্ত্রণালয়ের সচিব মোঃ মোস্তাফিজুর রহমান পিএএ উদ্বোধনী অনুষ্ঠানে সভাপতিত্ব করেন।

Collecting land Record of Rights (ROR) (Khatian/Porcha) or Map is now easier than ordering daily necessities, books, or food on the mobile app or web platform from home. One doesn’t even have to use the mobile app or web platform to apply for a ROR or map; just needs to call 16122. There is no need to have a smartphone to receive digital land services.
The service recipient just has to call 16122 from any phone. The land service hotline operator will do the rest for the service recipients from the other end of the phone. Anyone can apply for Khatian or Mouza Map within 4 minutes by calling 16122. Anyone can pay the fee immediately. Land development tax can also be paid in the same way.
Fees can be paid through digital financial services such as Nagad, Rocket, Bikash, and Upay or by any Debit or Credit card.
Besides calling 16122, landowners can also apply in person by visiting the land.gov.bd land service web platform, Bhumi-Seba land service mobile app, or with the help of UDC.
How to get ROR or land map by calling from home: After providing the land information along with NID by calling 16122 (or by https://land.gov.bd/), the call center will apply for ROR or land map on behalf of the applicant. The applicant will get the application ID and delivery date on the mobile after paying the fee by the mobile with the token number. On the specified date, the representative of the Bangladesh Postal Department will deliver the ROR or Map to the address of the applicant.
In addition, any citizen can view ROR from any place in the virtual record room. Taka 50 to be paid to get a Certified Copy from the counter, and an additional Taka 40 to be paid to get that on the doorstep.
How to pay land development tax by calling from home: At first, one needs to register by providing land information and NID number by calling 16122 (or by https://land.gov.bd/) to pay land development tax. After receiving the registration information, the holding entry will be completed after getting approval from Union Land Office. Information on the holding number will be sent to the applicant via SMS. Then the citizen has to call 16122 again and provide the holding information.
After that, token number SMS will be sent to the citizen’s mobile from the call center. With the token number, the landowner can pay the land development tax of his land within 72 hours by mobile banking pay-bill. An acknowledgment receipt (Dakhila) of paying the land development tax will be saved in the citizen’s account within 72 hours.
It is to be noted that these services will reduce the scope for abuse of power by the concerned government employees and will lead to integration with e-Porcha, e-Registration, LD tax system, virtual hearing system. In addition, citizens now have the opportunity to deposit fees directly in the government exchequer through mobile financial services and collect duplicate carbon receipts (DCR) online without going to land offices. This will significantly reduce the cost and suffering of the people.
The aforementioned land services were set out on Wednesday, January 5, 2022, at the Bhumi Bhaban Auditorium in Tejgaon through the inauguration of ‘Land Services through the Postal Service, Digital payment in the land service, and Land service by the call center’ by the Land Minister Saifuzzaman Chowdhury.
Chairman of the parliamentary standing committee on Ministry of Land Maqbool Hossain MP, Posts and Telecommunications Secretary Md Khalilur Rahman were special guests at that inauguration ceremony. Former Chief Secretary and Land Management Domain Specialist of Land Management Automation Project Md. Abul Kalam Azad was an honorable guest. Land Secretary Md. Mustafizur Rahman PAA presided over the inaugural function.
